PARK AND RECREATION COMMISSION
CITY OF PAMSEY
ANOKA CO{3NTY
S~TE OF MINNESO~

A regular meeting of the Park and Recreation Commission was held on Thursday,
February 21, 1985 at the Ramsey Municipal Center, 15153 Nowthen Blvd. NW,
Ramsey, Minnesota.

Members Present:

Dennis Donovan
Don Lokker
Janice Johnson
Ron Hetland
Bill Rustad
Marleen Looyen

Members Absent: John Lichter

First the Board reviewed January's meeting so some minutes could be
reconstructed.

~q~p._.~: Clarification. of ..t~ne New_ Role of the~ Ramse~__Conununi_t~__._S~hool
Coordi~to[ as Proposed bv the T~ask Force:

It has been pointed out that the new role of the Ramsey Community School
Coordinator as defined by the Task Force needs to be re-examined. City Staff
expressed reservations at the beginning that there would be difficulty in
coordinating minutes and agendas from two separate bodies. Deputy Clerk Sheila
Beyer was particularly concerned about continuing to keep accurate Park Board
minutes. City Staff had also talked to Chairman Donovan about the clumsiness
of the arrangement in that one would produce agendas and the other produce
minutes. Would it actually improve communication between the school and the
city?

As it turns out, after the first Park Board meeting, these fears are justified.
Communication does not seem to have improved. City Staff has not yet received
the minutes from the January Park Board meeting. Steve Ohnstad was the Acting
Coordinator. He has now been replaced by Claudia Dodge. No record of the
minutes can be located.

This, however, is not the only concern, nor probably even the most serious
reason to re-examine this recently created role. Chairman Donovan talked to
the Community School Director, Jim Stewart, and the new Community School
Coordinator, Claudia Dodge. As the role was discussed, it was felt that it
would be very difficult to be an active participant of the Park Board and still
take notes of the meeting. One can do one or the other but not both.

As these concerns were discussed at the Park Board meeting, the Community
School Coordinator's role was redefined. ~he Park Board felt that they wanted
the Community School Coordinator to be an active participant rather than just a
secretary. It was hoped that by clarifying and correcting this role
immediately, our new coordinator, Claudia Dodge, could get off to an active
positive role with the Park Board.

February Z1, 1985
Page 1 of Z
