CITY OF RAMSEY <br /> <br />MINUTES <br /> <br /> PARK AND RECREATION <br />July 20, 1978 <br /> <br />Present: John Zobava, Kevin Walter, Dennis Donovan and Sam Walz. <br />Absent: Cindy Walz, blargaret Walz, and M. Joe Walz <br /> <br />1 .Approval of Minutes <br /> <br /> During discussion of minutes, references were made to the lack of <br /> progress on upgrading the ball fields at Ramsey School Park. Concern <br /> was also expressed about park maintenance, dragging of the infields, etc. <br /> Acting Chairman to look into these matters. <br /> <br />Motion to approve minutes as mailed. Moved by R. Walz, seconded by K. <br />Wolter. Motion carried. <br /> <br />2.Applicants for vacancy on Parks and Recreation Commission. <br /> <br /> Dennis Donovan read letters from two applicants. Applicants were: <br /> Ms. Carol Beyer, 15401 Jackel St N.W. and Ms. Patricia Martin, 8441 <br /> 154th Lane N.W. It was agreed to hold the application period open <br /> another month and invite applicants to new meeting. Acting Chairman <br /> to extend invitation. <br /> <br />3.Presentation on Parks and Recreation Development in a New Gommunity- <br /> given by Joe, Cindy and'Margaret Walz, recreation staff members in <br /> Apple Valley, Shakopee and South St. Paul, respectfully. <br /> <br />Presentation dealt with the value of a Comprehensive Plan and Five Year <br />Capital improvements plan. They are necessary in order to qualify for · <br />state and federal grants. '~. <br /> <br />One of the initial steps in preparing a capital improvements plan is to <br />develop community recreation standards, compare existing facilities to <br />standards to determine deficiencies and needs, establish priorities and <br />prepare list for staging of a~uisitions and development should both occur. <br /> <br />Standards for accepting park dedication were reviewed. It was recommended <br />that parcels should be at least five acres, preferably ten, and approx. <br />fifty per cent of its parameter should be accessible (bounded by roads). <br /> <br />It was indicated that suburban communities typically levy 5 to 25 per <br />capita for Parks development and maintenance (Mpls. spends $85 per capita). <br /> <br />Several sources of funding were identified. The sources most frequently <br />used were as follows: <br /> <br />1. General Revenues & Revenue Sharing. Park Development, Programming <br /> and ~intenance. <br /> 2. Money in lieu of dedication. Park acquisition. <br />3. Bonding: Park Development (excellent way to fund park improvements) <br />4. State and Federal Grants: particularly trails, river and lake <br /> frontage parks and facilities of reginal significance. <br /> <br /> <br />
