City of Ramsey <br />Parks and Recreation Commission <br /> February 16, 1978 <br /> <br />Members present: Darrell Jensen, Dennis Donovan, John Lichter, Doris <br />Irvine <br /> <br />Darrell Jensen gave a brief report on meeting with school officials and <br />Mayor Cox. The school representatives were cooperative and seemed re- <br />ceptive to a joint venture with the City. <br /> <br />Robert Walz, one of the volunteer applicants, appeared for just a few <br />minutes to introduce himself. The Committee asked a few questions and <br />suggested he plan to come back to the next meeting when we will be in- <br />terviewing more applicants. Chairman Jensen is to contact each appli- <br />cant. <br /> <br />Minutes of the January 19, 1978 meeting were not acted on due to only <br />two members of that meeting being present. <br /> <br />Chairman Jensen will contact Dr. Schultz regarding the University of <br />Minnesota student program. <br /> <br />Chairman Jensen introduced Mr. Louis Jambois, Project Officer from the <br />Office of Local and Urban Affairs, Minnesota State Planning Agency. <br /> <br />Mr.-Jambois spoke about procedures and availability of grants from the <br />LAWCON (Land and Water Conservation, a Federal funding act) and LCMR <br />(Legislative Committee on Minnesota Resources, State Funds). <br /> <br />Mr. Jambois provided us a copy of the packet that went out to all local <br />governments in 1977 as an example ofcriteria and procedures. In- <br />cluded is a sample preliminary application which we went over in de- <br />tail. We were impressed with the simplicity but reminded that was <br />preliminary only and once that step is approved there would be a more <br />extensive and detailed application to prepare. He advised us not to <br />be frightened or discouraged about it that it was not impossible and he <br />would be available to answer all questions and be of any assistance. <br /> <br />The funds are not easily available and the biggest share of the funds <br />are going to larger cities with high density populations but a well <br />planned and prepared application can be accepted. <br /> <br />LAWCON can provide 50% matching funds. LCMR can provide up to 25%. <br />So it is possible to receive 75% of the project.. The recommendation <br />is to plan for 50% and be prepared to match 50%.. If funding is <br />granted it will not be less 50% except in the instances of a few. <br />things that do not qualify for funding. Example: golf, marinas, <br />public access, downhill ski facilities, swimming pools, deluxe camp- <br />ing, are low priority facilities and non-permanent picnic tables, <br />cooking grills and trash receptacles do not qualify. <br /> <br /> <br />
