PROCEEDINGS OF CITY COUNCIL
CITY OF RAMSE¥
ANOKA COUNTY
STATE OF MINNESOTA

A special meeting of the Ramsey City Council was held on Tuesday, May 4,
1982 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey,
Minnesota.

Members Present:

Mayor Thomas Gamec
Councilmember Arnie Cox
Councilmember A1 Sorteberg
Councilmember Gary Reimann
Councilmember Sue Van Wagner

Also Present:

City Administrator Lloyd Schnelle
City Attorney William Goodrich
City Engineer Peter Raatikka
City Building Official Clayton Berg
Reporter Eric Sandin
Jeff Roos, CED

The special meeting of the Ramsey City Council was called to order at 5:20 p.m.
Mayor Gamec led in the Pledge of Allegiance to the Flag.

Mayor Gamec - Informed Council members and audience that Peter Raatikka is
terminating his employment at CED. He further stated that the City has
enjoyed working with Mr. Raatikka and that he has served the City of Ramsey
well. As far as CED is concerned, Mr. Raatikka has represented them excellently
and the City has had no problems with CED. This same situation has occurred
in the past, and there was no problem switching to another engineer within
the firm of CED, who happened to be Peter Raatikka. Mr. Raatikka has been
more a part of Ramsey staff than CED staff. We are now faced with the decision
of what to do for a City Engineer. Should we continue with CED or interview
other engineering firms?

Jeff Roos - CED - I was very surprised when Mr. Raatikka turned in his
resignation. The firm of CED is going to miss him. CED appreciated having
Ramsey for a client and we have tried to do our best for Ramsey. We would
love to continue to provide engineering services to Ramsey. There are a
couple of gentlemen at CED who come from the same mold as Mr. Raatikka.
Council could meet them, conduct an interview, make your decision and CED
would begin to train a new engineer for Ramsey. We have all data necessary
in our office regarding the City of Ramsey, to train another engineer to work
with Ramsey. One of those gentlemen is Robert Isaakson, recently appointed
to your Zoning Commission. The other is John Gilbertson, who has been with
CED for 5 or 6 years and has served as City Engineer for Milaca. Whatever
the Council's decision, CED will cooperate with Ramsey either internally
within our firm or if you wish to go through a selection process. CED is
sorry to lose Mr. Raatikka and we will have a problem replacing him.

Sp C/May 4, 1982
Page I
