PROCEEDINGS OF CITY COUNCIL CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA A special meeting of the Ramsey City Council was held on Monday, September 27, 1982 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. Members Present: Mayor Thomas Gamec Councilmember Sue Van Wagner Councilmember Gary Reimann Councilmember A1 Sorteberg Councilmember Arnie Cox (arrived at 8:08 P.M.) Also Present: City Administrator Lloyd Schnelle City Accountant Jeanne Moen City Street Supt. Merle Mevissen Others Present: Jean Schlueter Howard Carson Mayor Gamec called the special meeting to order at 7:42 P.M. Councilmember Van Wagner led in the Pledge of Allegiance to the Flag. APPROVAL OF AGENDA Mayor Gamec stated that the purpose of this meeting is to approve the 1983 City Operational Budget. Motion by Councilmember Van Wagner and seconded by Councilmember Reimann to approve the agenda. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, Van Wagner. Voting No: None. Absent: Councilmember Cox. COUNCIL BUSINESS Case #1: Approval of 1983 City Operational Budget: Mayor Gamec stated that there has been some incidence in contract negotiations where contracts have been written and presented and then changed, and that we must make sure that the contracts are recorded correctly. Mayor Gamec suggested that final approval of the original printed contract should be signed by Council. Councilmember Sorteberg inquired if there were any provisions for land acquisi- tion in the budget. Mayor Gamec stated that land acquisition would come from Contingencies. Council then reviewed Page 1 of the Budget (Cover Sheet) and noted that the mil rate for 1983 will probably be even to or maybe even lower than that of 1982. It was also noted that the figures on Page 1 did not include fiscal disparities. Mayor Gamec stated that the rise in costs for 1983 Budget are due more to City growth than to inflation.
