PARK AND RECREATION COMMISSION <br />REGULAR MEETING MARCH 15, 1979 <br /> <br />Members Present: <br /> <br />Others Present: <br /> <br />Mike Haller, John Lichter, Dennis Donovan, Sam Walz and <br />Doris Irvine <br /> <br />Jack Menkveld and Marc Hadley <br /> <br />The meeting was called to order at 7:07 P.M. <br /> <br />The January minutes were approved on a motion by Haller and second by Lichter. <br />The February minutes were also approved with the following amendment: <br /> <br />"Mr. Chuck Lund met with the Commission and discussed expanding <br />the Tierra Estates park to provide better access from County <br />Road 83. Mr. Lund agreed to include the additional area in his <br />proposal drawings to the Planning and Zoning Commission." <br /> <br />The Commission discussed the Critical Area Plan and met with the Planning and <br />Zoning Commission on March 8, 1979. Appropriate input was provided at that <br />meeting. The Commission concurs with actions taken by Planning and Zoning on <br />the plan. <br /> <br />The University of Minnesota students working on the Titterud Park Plan re- <br />ceived the survey results distributed by the Jaycees. A special meeting <br />either on March 27, 1979 or March 29, 1979 will be held to review the plan <br />developed for Titterud Park. The secretary was directed to prepare a letter <br />of appreciation to the Ramsey Jaycees for the Commission. <br /> <br />Jack Menkveld presented a sketch plan for two parcels of land proposed for <br />development. The first consists of 11.5 acres and four residential lots near <br />151st Avenue and Iguana. The property abuts two proposed developments of <br />75 and 89 acres. It was moved by Walz and seconded by Haller that cash be <br />accepted in lieu of park land. Approved unanimously. The second parcel is <br />a 65 acre industrial subdivision. The Commission expressed concern that <br />road right-of-way is apparently under consideration for acceptance in lieu of <br />some park land. If this action is considered further the Commission is re- <br />questing the administrator to seek a legal opinion from the City Attorney as <br />the existing City Code makes no provision for the acquisition of right-of-way <br />in lieu of park land. It was moved by Walz and seconded by Irvine to accept <br />a full cash payment (10% of fair market value) in lieu of park land. Approved <br />unanimously. These two parcels were referred to as Pinehills North and <br />Pinehills Industrial subdivision respectively on the sketch plans. <br /> <br />Membership to the Minnesota Park and Recreation Association was discussed. <br />The $70 annual fee includes all Commission members. Membership was recommended <br />by Dave Torkildson and others attending the County Park system meeting which <br />was attended by member Irvine on February 21, 1979. It is requested that the <br />Council approve a membership in this organization for the Commission. Moved <br />by Lichter and seconded by Haller, unanimously approved. <br /> <br /> <br />
