REGULAR CITY OF RAMSEY COUNCIL MEETING
May 12, 1975

The meeting was called to order at 7:30 p.m. by Mayor Cox. Present
were Mr. Gorham, Mr. Reimann, Mr. Mickelson and Mrs. Oliphant. Mr.
Steffen and Attorney Goodrich were also present.

The pledge of allegiance was given to the flag, which was a gift
~rom Mrs. Charles Perkins.

Citizens Comments: Mr. Kempf read a letter from the Ramsey Lions
Dl~b to the Counc{1. The Lions Club asked that the beer license
be given to the airport. The Lions Club retracted their request
for a beer license. They said if the air show just caused noi e,
frightened livestock, caused traffic and policing problems and does
nothing for the City of Ramsey, there is no point in having it in
Ramsey. A copy of the letter was sent to Richard Johnson of the
airport. There were no more citizens' comments.

Agenda Approval: Mr. Reimann read the agenda. Mr. Gorham moved
we accept the minutes of the April 28th meeting as mailed. Seconded
by Mr. Gorham. Motion carried unanimously.

Mr. Goodrich stated he had received a letter from Richard Johnson
of the airport. He feels that the airshow has acquired a vested
property interest right to the beer license. He advised the Council
that the motion on April 28, 1975 to rescind the beer license granted
at the Mar. 10, 1975 meeting was not appropriate and he advised the
Council not to abide by that motion.

~ev, Reed: He said he had discussed the matter of the church at
15218 Hematite St. N.W. with his attorney, Mr. Thurston and the
Spring Co. He said the residents were concerned about privacy,
exit traffic, day nursery and the right of the church to locate
here. They were planning a day nursery but have aborted this idea
due to finances at the present time. They bought the property from
Mr. Bastin thru Lynn Clark of the Spring Co. They told the neighbors
they would stay on their own .property. Rev. Reed said he is presi-
dent of the Baptist Missions of Minn. They have ll families in this
congregation now, about 75 to 100 people. They have l$,O00 square
feet in the basement. They have a young couple coming in for the
summer to live here. In the future they may use this house as a
parsonage and they may build on other land in the central part of
Ramsey. Their services will be Wednesday evenings from 6:00 to
7:30 and Sundays from 9:30 to ll:30. Rev. Reed wanted to make it
clear that Mr. Thurston did not give him the right, that the court
did that by state law. Mr. Reimann asked him about fire insurance.
He said they had fire insurance. He said they might have 4-H meet-
ings there and that they were puttirgin carpeting and a new ceiling
in the basement. They had no intention of demanding a blacktop street.

Mr. Cox asked Mr. Kempf about the preparation of the Lions Club Park
at the school. The Council would like to see the backstop put in
and asked if the playground work could be speeded up. If they will
