REGULAR CITY OF RAMSEY COUNCIL MEETING <br /> April 14, 1975 <br /> <br />The meeting was called to order at 7:30 p.m. by the Mayor, Mr. Cox. <br />Present were Mr. Gorham, Mr. Reimann, Mr. Mickelson and Mrs. Oli- <br />phant. Also present were Attorney Goodrich, Mr. Steffen, Mr. Sba <br />and Mr. Ratikka. <br /> <br />Lawrence Keillor of the First National Bank of Anoka spoke to the <br />Council about revenue bonds. <br /> <br />Citizens Comments: Mr. Cox asked if there were any questions or <br />co'n~en~ £rom the audience. There were none. <br /> <br />Minutes Approval: Correction in Minutes for the bottom of the page <br />£o"r t~e 'cOmbined meeting of Mar. 31st. It should be square miles <br />instead of acres. Mr. Mickelson moved we accept the minutes as <br />printed with the above corrections. Seconded by Mr. Gorham. Motion <br />carried unanimously. <br /> <br />Mr. Paul Martinson - State Tree &?~Weed Inspector: Mr. Martinson <br />stated ~hat oak v~ilt was introduced i~to ~he northern pine areas <br />in Minnesota by the University of Minnesota to control the scrub <br />oak growth in that area. He spoke about the tree diseases and left <br />some sample ordinances concerning Oak Wilt and Dutch Elm Disease. <br />He said tax forfeited land does not belong to the State of Minnesota, <br />but rather it belongs to the municipality. Bruce Bacon gave a talk <br />on the Red Oak Wilt and Dutch Elm Diseases in our area. We can use <br />asphalt base paint to cover the scars when trees are trimmed. He <br />indicated that we should not trim trees in May or June. One per- <br />son in Ramsey has lost ~0 acres of red oak trees. We should con- <br />sider replacing trees lost through these diseases. The State law <br />requires that if we don't pass an ordinance to control these dis- <br />eases, we will come under the State law and regulations. There is <br />a proposed budget of $2,000,000 for the seven county metro area to <br />control such diseases. He didn't know if it had passed as yet. In <br />the seven county metro area, the incidence of these diseases is <br />greater. Residents can sign up for new trees at a saving in cost, <br />if they so wish. He has literature on this problem, which is avail- <br />able, if you call him at ~21-2199. There are new books coming out <br />in two weeks. He wants to put together a slide show like the one <br />they have in Fridley. He could use 50 or 1OO slides. He could <br />probably get a projector thru the library. We will review this pro- <br />gram at the next Monday night meeting. He thought $35.00 would <br />cover the slides. The Council said he should go ahead with this <br />program. No motions were made. <br /> <br />.Review of Community School ProMram: Mr. Cox indicated that in the <br />first proposal presented to the Council the cost was $13,300. The <br />Council had budgeted $10,0OO. The last cost figure for a 12 month <br />program would make it $15,091 with $10,000 budgeted. It was agreed <br />at the last meeting to adopt a summer progrSm at a cost of $3,300. <br />The program will begin on June 16th as agreed on at the meeting. <br />Before that time there will be a mailing describing the summer pro- <br />gram. <br /> <br /> <br />
