CITY OF RAMSEY COUNCIL MEETING <br /> Mar. 10, 1975 <br /> <br />The meeting was called to order by the Mayor, Mr. Cox, at the <br />Ramsey Elementary School at 7:30 p.m. Present were Mr. Gorham, <br />Mr. Reimann, Mr. Mickelson, and Mrs..Oliphant. Mr. Goodrich, Mr. <br />Steffens and Mr. Sha were also present. <br /> <br />Approval of Agenda Motion: Mr. Reimannmoved we accept the agenda. <br />Seconded by Mr. Mickelson. Mo~xon carried unanimously. <br /> <br />Public Participation Period: No comments from the audience. <br /> <br />Approval of Minutes: In the Feb. 18th minutes under Bi-Centennial <br />the name should be Mr. Reimann instead of Mr. Gotham. On rezoning <br />south of Highway#lO, Mr. Reimann was absent from the public hear- <br />ing. Motion: Mr. Reimannmoved the minutes of the Feb. 18th meet- <br />ing and the combined meeting on ~Feb. 2Oth of the Council and the <br />Planning & Zoning Commission be accepted, with the foregoing correc- <br />tions, as mailed. Seconded by Mr. Mickelson. Motion carried unani- <br />mously. <br /> <br />Highway Department Report: Mr. Mickelson reported on the County <br />Thorofare Plan, MSA Funds Feasability Beport and Easement. Require- <br />ment on 153rd Ave. N.W. At the Feb. 18th meeting the motxon stated <br />extra help for the Highway Department would receive $3.00 per hour. <br />Mr. Mevissen felt that the heavy equipment operators w~uld not come <br />in, as extra help, at this price. Discussion. It was left at $3.00 <br />per hour. Mr. Mevissen is making a list of roads where maintenance <br />is required, and a priority list. This will be reviewed at the next <br />meeting. <br /> <br />Mrs. Roger Dickenson asked if the road to the cemetary just north <br />of Highway 10 would be a temporary road. Mr. Mickelson stated that <br />it would be and that when the road is put through the Greenberg In- <br />dustrial Park, then it would be looked at again. <br /> <br />Liquor Committee Report: The report had been submitted to the Coun- <br />cil on Feb. 2~th. Mr. Gotham stated the Liquor Committee was present <br />this evening. Mr. Gorham read the report dated Feb. 20th. The Com- <br />mittee recommended split liquor. Mr. Kempf said he was in favor of <br />split liquor because, in the long run, it could be a profitable op- <br />eration. Mr. Ernest Larsen didn't feel the present population would <br />support a liquor operation at this time and that wine may be sold in <br />grocery stores, if a proposed bill is passed, by the Legislature. A <br />possible bar on liquor advertising may make it hard for small liquor <br />stores or municipal liquor stores to survive. Mr. Gorham said the <br />main reason for having a municipal liquor store is so the government <br />can have control over the liquor operations in the community and <br />that income should not be the major reason for having a municipal <br />liquor store. There is a $2~0,000 to $260,000 investment for the <br />Elk River municipal liquor store. The stock is probably about $150,000. <br />Notion: Mr. Reimann moved to authorize the Liquor Committee to pre- <br />pare a Liquor Ordinance based on the possibility that the City will <br />adopt split liquor, as presented in the Liquor Committee report. <br />Seconded by Mr. Gorham. Motion carried unanimously. <br /> <br /> <br />
