COMBINED MEETING <br />CITY OF RANSEY & PLANNING & ZONING COMMISSION <br /> February 10, 1975 <br /> <br />The meeting was called to order by the Mayor, Mr. Cox, at 7:30 <br />p.m. Present from the Council were Mr. Reimann, Mr, Mickelson, <br />and Mrs. Oliphant. Mr. Gorham..was ill. Present from Planning <br />and Zoning Commission were Mr.._ Sorteberg, Mr, Pittman, Mr. Em- <br />mans, Mr. Fossum and Mr. Garnet. Also present were Mr. Goodrich, <br />Mr. Staff OhS, Mr. Charles Weaver, Mr.. Barton and Mr. Davis from <br />the Comprehensive Planning Section of the Metro coUncil· and Mr. <br />Peter Raatikka from Consulting Engineers Diversified, Inc. <br /> <br />Mr...Steffens asked Mr. Barton what happens'with the rural service <br />area? Mr. Barton said he feels the growth we anticipate will <br />not occur. They are trying to find some answe~ to our position <br />paper. '' <br /> <br />Davis: How much land demand are we going to have in the next <br />coming years? They are dividing the Metro area into 8..sectors. <br />Ramsay is in the North Minneapolis sector. Discussion on the <br />Physical Development Committee-and employment forecasts.· The <br />forecast has been going down. He talked about adding municipal <br />parks. They found they had to do a better job of protecting en- <br />vironmental areas. They provide a minimum 5 year access to 1995. <br />The road network in the Metro area is very adequate. Discussion <br />on transit and sewer. For sewer we have to have intensive, high <br />density population. The MC feels there will be demand for sewer <br />in the mid eighties in Ramsay. The area would be three square <br />miles in size. They are looking for us to refine this frame- <br />work guide. The framework guide will be finished in the next <br />three years. Past trends are the basis of their projections. <br />The MC has decided to help the core area to keep from continuing <br />the loss of population and will be a reverse of the present trend. <br /> <br />Mr. Weaver: <br />lines? <br /> <br />Wouldn't it be an arbitrary decision, to draw these <br /> <br />Mr. Davis: Yes. They' are trying to make the things happen that <br />they want to happen. <br /> <br />Mr. Cox: By this plan do you meanwe should encourage industrial <br />and commercial development in this area? <br /> <br />Mr. Davis: the present population of the metro area is 2,~00,000. <br />the NPC projects ~,000,000 in the year 2000. The state believes <br />there wilIB, e 1.9 birth rate. The MC believes there will be 2.11. <br />Mr. Weaver: They are not trying to limit anything by the sewer- <br />age in this area. <br /> <br />Mr. Davis: They are not locked into this. plan hard and fast. By <br />April of 1976 this plan should be set. MC supports the new green <br />acres laws coming before the legislature. They are still working <br />on this framework guide. <br /> <br /> <br />
