WORK MEETING OF RAMSEY CITY COUNCIL February 11, 1975 The meeting was called to order by the Mayor, Mr. Cox, at 7:45 p.m. Present were Mr. Gorham, Mr. Reimann, Mr. Mickelson and Mrs. Oliphant. Mr. Steffens and Mr. Goodrich were also present. Mrs. Oliphant moved we approve the agenda. elson. Motion carried unanimously. Seconded by Mr. Mick- Mr. Goodrich: Fire Contract. Anoka is going to put in certain paragraphs suggested by Ramsey. They will have the contract ready for the next meeting. They will not do any fire inspection be- cause they do not have the personnel for either businesses or homes. They keep a tank and a truck in the barn all the time for country fires here and in Andover. For the $2400 on the contract, we cannot, in any way, set up a fire department. Licensing Procedures: A sample ordinance was distribUted to the Council last week. Discussion on the proposed ordinance. Mr. Mickelson read some quotes from companies interested in doing the audit here. The committee felt the DeLaHunt Voto & Co. Ltd. was the best firm for this. Mrs. Oliphant moved the City enter into an agreement with DeLaHunt ¥oto & Co., Ltd. to provide a lim- ited general audit of financial transactions and records of Ramsey Township for the period March l, 1973 to November 14, 197& with the total cost not to exceed $2,000.00 without¥City Council authoriza- tion; work to be performed by June 30, 1975. Seconded by Mr. Rei- mann. Mr. Cox said he feels, at this time and in view of our fi- nancial condition, that this does not seem to be a wise action. However, due to the fact that we have a threat of a full compliance audit by the state examiner's office, at a very extensive cost to the community, I feel we have no other choice at this time. The motion passed unanimously. Mr. Steffens read a memorandum on the Road and Bridge overtime policy. Mrs. Oliphant moved we authorize the Road and Bridge De- partment Supervisor to call in part time employees and he shall be responsible for authorizing overtime for full time employees of the department including himself, as necessary, to efficiently accom- plish snow removal and other maintenance responsibilities of the department. The Supervisor shall give employee scheduling and over- time reports to the Council's Highway Committee as may from time to time be requested by the committee and he shall be subject to general scheduling policies established by the committee. Seconded by Mr. Reimann. Motion passed unanimously. Mr. Steffens suggested the Council meeting dates be rescheduled. Discussion. Consideration will be given this matter until our next meeting. Mr. Steffens described a federally funded program being used by the County whereby we could use $8,56& from this fund to hire a person to do whatever we felt needed doing in our City at this time. They would like to have this person employed by Feb. 28th, if possible.
