WORK MEETING OF RAMSEY CITY COUNCIL <br /> February 11, 1975 <br /> <br />The meeting was called to order by the Mayor, Mr. Cox, at 7:45 <br />p.m. Present were Mr. Gorham, Mr. Reimann, Mr. Mickelson and Mrs. <br />Oliphant. Mr. Steffens and Mr. Goodrich were also present. <br /> <br />Mrs. Oliphant moved we approve the agenda. <br />elson. Motion carried unanimously. <br /> <br />Seconded by Mr. Mick- <br /> <br />Mr. Goodrich: Fire Contract. Anoka is going to put in certain <br />paragraphs suggested by Ramsey. They will have the contract ready <br />for the next meeting. They will not do any fire inspection be- <br />cause they do not have the personnel for either businesses or <br />homes. They keep a tank and a truck in the barn all the time for <br />country fires here and in Andover. For the $2400 on the contract, <br />we cannot, in any way, set up a fire department. <br /> <br />Licensing Procedures: A sample ordinance was distribUted to the <br />Council last week. Discussion on the proposed ordinance. <br /> <br />Mr. Mickelson read some quotes from companies interested in doing <br />the audit here. The committee felt the DeLaHunt Voto & Co. Ltd. <br />was the best firm for this. Mrs. Oliphant moved the City enter <br />into an agreement with DeLaHunt ¥oto & Co., Ltd. to provide a lim- <br />ited general audit of financial transactions and records of Ramsey <br />Township for the period March l, 1973 to November 14, 197& with the <br />total cost not to exceed $2,000.00 without¥City Council authoriza- <br />tion; work to be performed by June 30, 1975. Seconded by Mr. Rei- <br />mann. Mr. Cox said he feels, at this time and in view of our fi- <br />nancial condition, that this does not seem to be a wise action. <br />However, due to the fact that we have a threat of a full compliance <br />audit by the state examiner's office, at a very extensive cost to <br />the community, I feel we have no other choice at this time. The <br />motion passed unanimously. <br /> <br />Mr. Steffens read a memorandum on the Road and Bridge overtime <br />policy. Mrs. Oliphant moved we authorize the Road and Bridge De- <br />partment Supervisor to call in part time employees and he shall be <br />responsible for authorizing overtime for full time employees of the <br />department including himself, as necessary, to efficiently accom- <br />plish snow removal and other maintenance responsibilities of the <br />department. The Supervisor shall give employee scheduling and over- <br />time reports to the Council's Highway Committee as may from time <br />to time be requested by the committee and he shall be subject to <br />general scheduling policies established by the committee. Seconded <br />by Mr. Reimann. Motion passed unanimously. <br /> <br />Mr. Steffens suggested the Council meeting dates be rescheduled. <br />Discussion. Consideration will be given this matter until our next <br />meeting. <br /> <br />Mr. Steffens described a federally funded program being used by <br />the County whereby we could use $8,56& from this fund to hire a <br />person to do whatever we felt needed doing in our City at this time. <br />They would like to have this person employed by Feb. 28th, if possible. <br /> <br /> <br />
