PUBLIC HEARING BY CITY OF RAMSEY COUNCIL <br /> January 29, 1975 <br /> at Lord of Life Lutheran Church <br /> <br />The hearing was called to order at 8:00 p.m. by the Mayor, Mr. <br />Cox. Present were Mr. Gorham, Mr. Reimann, Mr. Mickelson and Mrs. <br />Oliphant. <br /> <br />The purpose of this hearing is to get the opinions of the people <br />concerning a rezoning request from Mr. Alfred A. Albert to rezone <br />from residential to commercial 36 acres owned by Mr. Holasek and <br />56 acres owned by Mr. Martin Gorham south of 153rd Avenue between <br />Highway No. 5 and No. 47 and some on the east side of #47. They <br />request this land be rezoned to B-2. <br /> <br />Mr. Cox stated the purpose of this hearing was to get the opinion <br />of the people attending and asked if they would give their name <br />when they Stood up to speak. He also stated there would be a <br />Council meeting at the close of the hearing and that all the people <br />present were invited to stay for this meeting. The subject of the <br />Council meeting was consideration of the interceptor program for <br />Anoka, Champlin and Brooklyn Park and how it will affect Ramsey. <br /> <br />Mr. Albert explained his request for rezoning the above mentioned <br />property. He said a proper hearing was advertised by the City of <br />Ramsey. He indicated on the map the area covered by this rezoning <br />request. He also gave each Council member a booklet containing the <br />material he was giving to the audience. 400,00 square feet were to <br />be developed. They would not get started for 2 to 3 years. They <br />want to have stores and offices in this rezoned area. They had <br />picked this location because of the direct route from Anoka and <br />that it could be easily travelled to most of the areas in Ramsey. <br />One can enter these areas from both Highway #5 and #47. Most of <br />the population is growing in the southeast corner of Ramsey. This <br />is very important because of the plans or,the Metro Waste Control <br />Commission. He has checked with the Council on Environmental De- <br />velopment. Urban sprawl is extremely expensive accom~ng to their <br />report. His plans include medical, dental, etc. with emphasis on <br />humanity. The basic concept of this development is to go with the <br />surrounding homes, with wood frame, some brick, no higher than the <br />houses in a single family area with ice skating, swimming, and a <br />Montessori School. They will be within the Minnesota clean air <br />standards. He said the Municipal Commission ruled this is an ur- <br />ban community. The Metro Council calls this an urban development <br />area. The Metro Waste Control Commission inten~ to build an inter- <br />ceptor line thru Brooklyn Park, Champlin to Dayton to the southerly <br />line of Ramsey and then to Andover. The cost is spread over a large <br />area. There will be a hearing in Brooklyn Park tomorrow night. If <br />it is not required by the Metro Waste Control Commission in our <br />community in this area, this company will run a trunk line to this <br />proj$ct at no cost to anyone in our community. By 1990 there will <br />be 36,000 people living in Ramsey. We must plan for the future. <br /> <br />How will they handle the traffic flow? They want no entrances <br />from 153rd Ave. There would be one north on #47 before you come <br />to 153rd. There would be an entrance on both the east and west <br />side. There will be a pedestrian walk over #47. There will be no <br /> <br /> <br />
