COMBINED MEETING <br /> <br />CITY OF RAMSEY COUNSEL AND PLANNING & ZONING COMMISSION <br /> January 22, 1975 <br /> <br />Framework development guide from MC <br /> <br />The meeting was called to order by the Mayor, Mr. Cox at 7:30 p.m. <br />Present were Mr. Gotham, Mr. Reimann, Mr. Mickelson and Mrs. Oli- <br />phant of the Counsel and Mr. Sorteberg, Mr. Bodle, Mr. Pittman, <br />Mr. Gamec, Mr. FossumandMrs. Guy of the Planning and Zoning Com- <br />mission. Mr. Barton of the Metropolitan Council was also present. <br /> <br />Mr. Steffens spoke about the position statement of issues and con- <br />cerns. He does not feel the Weaver bill will be of benefit to <br />this community for a long time. <br /> <br />In the Framework Guide policy 13 is the most important to us at <br />this time. On page ~5 "inadvertant" is an extremely dangerous <br />wording for this community. On page 3 last paragraph "standards <br />around landfills are constantly changing and being upgraded." <br /> <br />Another point is the question of population projection. <br /> <br />Another point is the implication that we should not have commercial <br />areas. <br /> <br />Mr. Cox stated this framework guide has been thoroughly reviewed <br />and he wants to thank Mr. Steffens, the Council and the Planning <br />and Zoning Commission because he realized it took a lot of time. <br />They are actively soliciting public input. He said this statement <br />would have more impact than a public hearing. There was discussion <br />on sewer and transportation as relating to Highway #~7. Mr. Cox <br />stated the population projections used by the Metro Council are <br />absolutely unrealistic. Discussion on retarding growth in Ramsey. <br />Discussion on holding land for a Highway #~7 corridor for traffic <br />to the recreation areas north of us. <br /> <br />Mr. Cox told Mr. Barton we certainly appreciated the fact that the <br />Metro Council was now beginning to listen to the outer communities. <br />Mr. Barton said government subsidizes 90% of transportation. <br /> <br />Mr. Barton will take a letter back to Mr. Boland and set up sessions <br />with the Council and Planning and Zoning Commission to discuss many <br />of these points, one by one. The MC is going before the legisla- <br />ture to specify items of this type to provide money for planning. <br />Mr. Barton said he would take a letter to Mr. Boland from the City <br />of Ramsey but it was decided Mr. Steffens would write a final draft <br />and mail it in. The MC is trying to provide assistance to communi- <br />ties. We can discuss industrial and commercial with them but this <br />does not mean we will get it. He asked how we stand as far as com- <br />petitiveness with the rest of the area is concerned. Most communi- <br />ties underzone. We should keep our objectives open. We have to <br />have a time and location schedule on sewer before rezoning in cer- <br />tain areas. Mr. Steffens asked what certain types of assistance <br />were available now. There are unique wants which deserve assistance <br />on the part of the MC now. They can provide some guidelines as to <br /> <br /> <br />
