WORK MEETING CITY COUNCIL OF RAMSEY <br /> January 1~, 1975 <br /> <br />Meeting was called to order at 7:~0 p.m. by the Mayor, Mr. Cox. <br />Present were Mr. Gorham, Mr. Reimann, Mr. Mickelson, and Mrs. <br />Oliphant. Mr. Steffens and Mr. Goodrich were also present. <br /> <br />Mr. Steffens: Discussed budget needs with the Council. He said <br />there would be a Metro Council Development Framework meeting~with <br />many communities at the Brooklyn Center City Hall on January 21st <br />at 7:00 p.m. There will be a Metro Sewer meeting in Brooklyn Park <br />on January 22nd. We must notify both of these if we want to be <br />on the agenda. We are in the rural or transition area. They do <br />not want our area developed any sooner than possible. They think <br />we will have 9000 population by 1990. The objective is to pre- <br />vent the unnecessary extension of Metro services. They state <br />the sewer line will not go beyond.a certain point. We are to <br />have our plan finished by 1977. If we don't, any pollution prob- <br />lems will not concern them but must be handled by us. They don't <br />answer the question as to who is going to pay for holding this <br />land open. We are not an agricultural community any more. The <br />last census we had 26 farms. There should be much better septic <br />tank systems and control. The Metropolitan Council does not give <br />definite information on any of these areas. Mr. Steffens will <br />draw a position paper for the Council for next Monday's meeting. <br />Questionable material is being dumped at the landfill by the City <br />of Anoka. The Metropolitan Sewer Board doesn't want to extend <br />their sewers or lines but it is the method by which they determine <br />this that we must watch out for. <br /> <br />Mr. Cox feels that having only the motions recorded of the meetings <br />is not enough information. In the minutes should be included the <br />reason for which the motion was made. We will have the City .Attor- <br />ney check over the minutes before they are completed so they will <br />be legal and can be used in this way. Minutes should reflect all <br />policies adopted by the Council. An auditor may look for many <br />items which may not have been spelled out by the Council at the <br />time. Mr. Cox asked that the last minutes of the Council be played <br />back. This was done. <br /> <br />Mr. Reimann moved the Clerk be instructed to transmit the sewer <br />plan for the City of Ramsey approved by the Ramsey Town Board on <br />September 16, 197~ to the Metropolitan Waste Control Commission. <br />.Seconded by Mr. Mickelson. Motion carried. <br /> <br />Mr.~'Reimann moved that overtime for the Road and Bridge Department <br />is up to the discretion of the Councilman in charge of this Depart- <br />ment. No second to the motion so the motion died. This will be <br />studied by the Council and will be taken up at the next meeting. <br /> <br />Mr. Robert Matheson: He has contacted two accounting firms. He <br />discussed the prices and the various types of accounting plans. <br />He described in detail the plan he thought would be most suitable <br />for this city. He will bring samples to the next meeting. <br /> <br /> <br />
