The parties went on
both on Friday and Saturday nights. He asked about city ordinances regarding
parties of this type.

He said he believed the one who organized the parties is not the one who lives
at the house where the parties were held and he thought that the owners rented
the house for the party. He said Dale Wirz is the owner of the house.

Councilman Cox said he thought where there is a situation that continually
occurs, the city should not stand for it any longer and should get real
tough with them. He said he understood there were people drinking at those
parties who were under age and that as high as 400 people were present.
He suggested having the people come in before the City Council and warning
them if it occurs again.

City Attorney Goodrich suggested getting the Police Chief to write a letter
to the people responsible for the parties.

Mr. Becker said the police hands seemed to be tied until 10:00 p.m. when it
became a nuisance matter. He asked if they have to wait until 10:00 p.m.
and if the city ordinance is specific enough to define a nuisance.

City Attorney Goodrich read the nuisance ordmnance.

C/June 10, 1980
Page 1
