CITY OF RAMSEY <br /> ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />Pursuant to due call and notice thereof a public hearing was held on the <br />proposed assessment of Variolite street on January 29, 1979 at the Ramsey <br />Municipal Center, 15153 Nowthen Blvd. N.W,, Ramsey, Minnesota 55303. <br /> <br />Mayor Gamec called the meeting to order at 7:36 P.M. and led in the Pledge <br />of Allegiance to the Flag. <br /> <br />Present: <br /> <br />Mayor Gamec <br />Councilman Muller <br />Councilman Reimann <br />Councilman Mickelson <br />Councilman Cox <br /> <br />Others Present: <br /> <br />City Engineer Raatikka <br />City Attorney Goodrich <br />City Adm. Schnelle <br /> <br />City Engineer Raatikka explained the proposed project. He stated the project <br />was proposed in two phases, the first phase to be completed this summer of <br />1979 and the second phase in 1981. However, the entire project could be com- <br />pleted in 1979 and the additional could be assessed to the affected homeowners <br />and this was the reason for the public hearing~ <br /> <br />Mr. Doug Lee, of 7651 - 169th Lane asked about the estimated cost figures for <br />the project and how they were arrived at. <br /> <br />City Engineer Raatikka explained he had used 1978 figures and added about 10% <br />to the total cost as that is how much it was expected to increase over the <br />1978 costs. <br /> <br />Mr. Doug Lee asked what percentage of M.S.A. funds would be paying for this <br />proposed project. <br /> <br />City Engineer Raatikka stated it was up to the Council. The City does re- <br />ceive about $100,000 per year M.S.A. funds. <br /> <br />Mr. Doug Lee asked what percentage of M.S.A. funds and what percentage of <br />proposed assessment were used to determine each unit cost. <br /> <br />City Engineer Raatikka stated it was approximately 2/3 M.S.A. and 1/3 unit. <br /> <br />Mr. Doug Lee asked if this is a guaranteed cost. <br /> <br />City Engineer Raatikka stated no it would depend on whatever the Council <br />votes on. <br /> <br />Mr. Doug Lee asked why they picked a quarter mile either side of Variolite. <br /> <br />Engineer Raatikka stated the areas developed along Variolite Street use the <br />street and all would gain to benefit. <br /> <br />Mr. Doug Lee stated he lives on 169th and if that were ever tarred would they <br />at that time go a quarter mile. <br /> <br />City Engineer Raatikka stated that is considered a local street and would <br />only be those abutting. Engineer Raatikka stated it would definitely in- <br />crease the value of the homes in the area. <br /> <br /> <br />
