CITY OF RAMSEY <br /> ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />Pursuant to due call and notice thereof a public hearing on the rezoning of the <br />Rural Service Area from ten acres to two and one-half acres was held on February 26, <br />1979, at the Ramsey Municipal Center, 15153 Now-then Blvd. N.W., Ramsey, Minnesota. <br /> <br />Present: <br /> <br />Mayor Gamec <br />Councilman Reimann <br />Councilman Mickelson <br />Councilman Cox <br /> <br />Also Present: <br /> <br />City Administrator Schnelle <br />City Attorney Goodrich <br />City Engineer Raatikka <br /> <br />Mayor Gamec called the public hearing to order at 8:03 P.M. and led in the Pledge <br />of Allegiance to the Flag. <br /> <br />Mayor Gamec explained that the public hearing had been called for the purpose of <br />getting citizen input on the rezoning of the Rural Service Area from ten acres to <br />two and one-half acres. He also stated that the City would have a better control <br />over platting of land and thcre weu!d be-~ metes and bounds descriptions. <br /> <br />Ms. Valerie Benson, 8506 - 173rd Avenue N.W., stated she was concerned with getting <br />it rezoned from ten acres to two and one-half and was in favor of the two and one- <br />half. <br /> <br />Mayor Gamec stated there was also a letter from Ms. Benson also stating she was in <br />favor of the rezoning. Ms. Benson asked that it not be read. <br /> <br />Mayor Gamec stated there were also some letters from J. Steven Schmidt and Mr.~ <br />and Mrs. Dennis Donovan who were also in favor of the rezoning. ~z~ ~~~'~ ' <br /> <br />Mayor Gamec read a letter from the Engineer in regards to the rezoning. <br /> <br />Mr. Bruce Bacon stated the Comprehensive Plan the Council adopted two or three <br />years ago is now found to contain deficiencies as'far as preserving the land such <br />as agricultural land. He stated he had information which should have some bearing <br />on the Council's decision and asked them to look it ove~ and consider all aspects <br />of it. <br /> <br />Mayor Gamec stated we have lost control in the Rural Service Area and by rezoning <br />this it will be a way of having better control. <br /> <br />Councilman Cox stated that some years back the Land Use Planning Act required all <br />municipalities such as Ramsey to have zoning of four houses per 40 acres and that <br />Ramsey had objected to those proposals. They finally settled on anything north <br />of Trott Brook could be the ten acre zoning and anything south would be two and <br />one-half acres. The Metropolitan Council had projected a 8,500 population in <br />the year 1980 but to date the population is somewhere near 10 - 11,000. <br /> <br />Bruce Bacon asked if the population was evenly distributed throughout the City. <br /> <br />Mayor Gamec stated that with this particular type of zoning we are controlling the <br />development. <br /> <br />Bruce Bacon asked what kind of limitations has the City found in the ten acre <br />zoning. <br /> <br /> <br />
