April 9, 1979 <br />Council Meeting <br />Page I <br /> <br /> CITY OF RAMSEY <br />COUNTY OF ANOKA <br />STATE OF MINNESOTA <br /> <br />A regular meeting of the Ramsey City Council was held on April 9, 1979, <br />at the Ramsey Municipal Center, 15153 Nowthen Boulevard, Ramsey, <br />Minnesota 55303. <br /> <br />Members Present: <br /> <br />Members Absent: <br /> <br />Mayor Gamec Others Present: <br />Councilman Cox <br />Councilman Reimann <br />Councilman Sorteberg <br />Councilman Mickelson <br /> <br />City Adm. Schnelle <br />City Attorney Goodrich <br />City Engineer Raatikka <br /> <br />Mayor Gamec called the meeting to order at 7:59 P.M., and led the Pledge <br />of Allegiance to the Flag. <br /> <br />APPROVAL OF AGENDA <br /> <br />Motion by Councilman Cox seconded by Councilman Reimann to approve the <br />Agenda with the addition of "Addendum to Council Agenda" dated 4/9/79, <br />Item D-3, No's. 13 through 16 and No. 17 - Preliminary Plat approval for <br />Westby First Addition; No. 18 - Resolution to the State Legislature on <br />Subdivision Control; No. 19 - Mr. Knackstedt regarding a variance to <br />build on a lot that does not have access to the street. <br /> <br />Motion carried. Voting yes: Mayor Gamec, Councilman Cox, Councilman <br />Reimann and Councilman Sorteberg. Voting no: None. <br /> <br />CITIZEN INPUT <br /> <br />Mr. Curtis Kumnala, 7340 154th Lane N.W., asked why the City does not <br />require contractor licenses for roofi.ng commercial and residential and <br />why they don't require workman's comp certificates. <br /> <br />Mayor Gamec directed Administrator Schnelle to check into this. <br /> <br />Attorney Goodrich said the Ordinance does require roofing contractors <br />to be licensed. <br /> <br />Councilman Cox said anyone applying for a license should have a certain <br />form they fill out with a check-off list so that the staff would know <br />what is needed for licensing. <br /> <br />Mr. Kumnala said in the City of Minneapolis he is required to show <br />insurance, and workman's comp certificates before obtaining a license. <br />Also, with the population of Ramsey being about 10,000 why is there only <br />one inspector. <br /> <br />Mayor Gamec explained that the City budget could only afford one inspector <br />at this time with the City Assessor doing the final inspections. The <br />City is at the point where it is considering the question, however, <br />home starts are down at present. Whatever the City does decide in regard <br />to hiring additional inspection help will be based on the building economy. <br /> <br /> <br />
