Raatikka <br /> <br />Mayor Gamec called the Public Hearing to order at 7:37 P.M., and led the <br />Pledge of Allegiance to the Flag. <br /> <br />The purpose of this Public Hearing is to discuss a proposed street improvement <br />project for 161st Avenue N.W. lying between Armstrong Boulevard N.W. and Llama <br />Street N.W. and of Llama Street N.W. lying between 161st Avenue N.W. and 163rd <br />Avenue N.W. <br /> <br />Engineer Raatikka presented the feasibility study and costs for the proposed <br />project. The project includes upgrading, gravel base, bituminous surfacing and <br />restoration. The proposed street section is similar to that of Forest Hideaway, <br />Woodlawn Estates and what is proposed for Oakridge Estates. This project is to <br />be assessed both by front foot and unit cost. The area of benefit includes <br />29 units in Woodlawn Estates and 35 proposed units in Oakridge Estates,~4¢~Z <br />units in Forest Hideaway, fvi-v~-on 161st Avenue N.W. lying South and s-i-~lying <br />West of Llama. This assessmen~ncludes only 1/3 of the side yards on corner <br />lots. <br /> <br />Mr. Delaney, 8404 161st Avenue N.W. asked what does 1/3 lot mean. <br /> <br />Engineer Raatikka explained the City's assessment policy, that corner lots <br />are assessed for front foot and for only 1/3 on the side yards. <br /> <br />Mayor Gamec stated that most of the blacktopping projects originate through <br />a petition from property owners in the area. This particular project was <br />originated by the City Council for the following reasons: Because it is the <br />most feasible, least expensive time to blacktop the street and a new addition <br />is going into this area which will create additional traffic on this street, <br />it is predicted that the price of blacktop will increase about 40 percent in <br />the future. Woodlawn Estates and Forest Hideaway are already blacktopped. The <br />City runs into maintenance problems, plowing etc., in areas where there are <br />improved and unimproved streets. <br /> <br />Mayor Gamec read a letter of objection from Mr. Mox, Armstrong Blvd., who <br />states he is a pensioner with a limited budget and at the present time he <br />doesn't travel on either street; and would not use the road unless he were <br />to subdivide his land and sell lots that would front on 161st Avenue. He <br />sees no reason for paving or widening 161st Avenue. He is also concerned that <br />his evergreens would be removed. <br /> <br /> <br />
