Regular Council Meeting <br />April 23, 1979 - Rage i <br /> <br />PROCEEDINGS OF THE CITY COUNCIL <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A regular meeting of the Ramsey City Council was held on April 23, 1979, at <br />15153 Nowthen Boulevard N.W., Ramsey, MN 55303 <br /> <br />Members Present: <br /> <br />Mayor Gamec <br />Councilman Cox <br />Councilman Mickelson <br />Councilman Reimann <br />Councilman Sorteberg <br /> <br />Others Present: <br /> <br />City Admo Schnelle <br />City Engr. Raatikka <br />City Attorney Goodrich <br /> <br />Mayor Gamec called the meeting to order at 7:40 P.M.. <br /> <br />APPROVAL OF AGENDA <br /> <br />Motion by Councilman Cox and seconded by Councilman Mickelson to approve the <br />Agenda with the following additions. <br /> <br />a. Addendum to Council Agenda dated April 23, 1979. <br />b. Verbal report by Mayor Gamec regarding meeting concerning the League of Cities. <br />c. Comments from Dennis Donovan, Park Board Chairman, regarding park plan of <br /> Titterud Park. <br />d. Mrs. Carter-regarding the realignment of 170th Lane and Germanium Street N.W. <br /> <br />Motion carried. Voting yes: Mayor Gamec, Councilmen Cox, Mickelson, Reimann and <br />Sorteberg. Voting no: None. <br /> <br />CITIZEN INPUT <br /> <br />Sue Van Wagner, 15001 Garnet Street told the Council that the newspaper published <br />that the meeting would not begin until 8:00 B.t~. and some other citizens would be <br />present for input at that time. <br /> <br />Mayor Gamec recessed the meeting at 7:42 P.M. <br /> <br />Mayor Gamec called the meeting back to order at 8:02 P.M. <br /> <br />Sue Van Wagner approached the Council regardi.ng the Anoka County Landfill <br />situation and presented several pictures of different dates when debris was blown <br />into adjacent yards. She said that citizens complained to Mr. Johnson at the <br />Landfill on April 11th after high Winds had blown debris into their yards; and one <br />week after, the mess was still visible. She quoted several exerpts from the <br />Anoka County Solid Waste Ordinance which she said were not being adhered to. <br />She further stated that they could see the dump at all times. She had contacted <br />the Anoka City Attorney and he told her they shouldn't be able to see the dumping. <br />It isn't being covered properly and the Health Department has even seen that. The <br />dump is to be seeded in the areas that are completely finished and this isn't <br />being done. She had been told by the Anoka Assistant Attorney that the County <br />Health Dept had recommended filling in the swamp at the south end of the dump and <br />that the City wasn't in favor of this and that the County objects to the height of <br />Landfill but the City wants to make a ski hill out of it. <br /> <br /> <br />
