PUBLIC HEARING <br /> CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br /> May 14, 1979 <br />Public Hearing <br /> Page 1 <br /> <br />Pursuant to due call and notice thereof the City of Ramsey Council held <br />a public hearing at 15153 Nowthen Boulevard N.W., Ramsey, Minnesota 55303 <br />on May 14, 1979. <br /> <br />Members Present: <br /> <br />Mayor Gamec <br />Councilman Cox <br />Councilman Mickelson <br />Councilman Re imann <br />Councilman Sorteberg <br /> <br />Others Present: <br /> <br />City Adm. Schnelle <br />City Attorney Goodrich <br />City Engr. Raatikka <br /> <br />Mayor Gamec called the public hearing to order at 8:11 p.m. The purpose <br />for the hearing is to present a street improvement on 156th from Variolite <br />Street N.W. to Armstrong Boulevard N.Wo <br /> <br />Engineer Raatikka presented the project and cost on an overhead projector. <br /> <br />Mr. G. Bower, 156th asked about putting in culverts. <br /> <br />Engineer Raatikka said the owner is responsible for installing their own <br />culverts if a culvert is needed. <br /> <br />Ivan Fields, 7605 156th asked what the $6500 cost consists of and questions <br />why there is a need for drainage and ditches, culverts don't work, too much <br />loose sand, he never had standing water on the road or in ditches since he's <br />lived there. <br /> <br />Engineer Raatikka replied that $6500 is contingencies for unforeseen things <br />that could come up on the project and engineering cost includes preparing <br />plans and specification, taking bids, administering the project, inspection <br />and staking. Administration cost includes City's handling assessment and <br />Attorney fee for fiscal agent. <br /> <br />Mr. Fields asked what the eight percent cost is for. <br /> <br />Engineer Raatikka replied that it is the interest. The reason that ditches <br />are proposed is to allow a place to hold water in early Spring before <br />before the frost goes out of the ground. <br /> <br />Mr. Fields said he cannot see why the water won't run off the way it always <br />has. <br /> <br />Mr. Bowers said there is a 33 foot swale along his property, he doesn't have <br />any problem with water, once the weather is warmed up, the water is gone. <br /> <br />Councilman Reimann said in order to guarantee the road, it is a requirement <br />to have ditches. <br /> <br />Engineer Raatikka said on a rural section road, the ditches are installed <br />to guarantee that the road won't be overcome by water. If they should happen <br />to flood it could cause a problem f~iless the ditch is there to take the water. <br /> <br /> <br />
