ORDINANCE NO. 04-21 CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA AN INTERIM ORDINANCE ESTABLISHING A MORATORIUM DEVELOPMENT OF CERTAIN PARCELS OF LAND WITHIN THE RAMSEY, ANOKA COUNTY, MINNESOTA ON THE CITY OF The City of Ramsey Ordains: SECTION 1. AUTHORITY This Ordinance is adopted pursuant to that authority granted to the City by MSA 462.355, Subd. 4, entitled "Interim Ordinance." SECTION 2. PREAMBLE AND PURPOSE WHEREAS, on March 23, 2004 the City Council adopted Five Year Strategic Planning Goals to help guide and direct the City; and WHEREAS, adopted Goal #3 states that the City should adopt and begin implementation of a plan for urban growth to development opportunity areas in the City and correspondingly amend the City-wide Comprehensive Plan; and WHEREAS, the City Council intends to initiate a Comprehensive Planning process to determine how growth will occur outside of the current urban service area; and WHEREAS, the City Council finds that certain elements of its Zoning Code, specifically the R- 1 Residential - Rural Developing District that allow for lot sizes of 2.5 acres, together with the impact of additional rural residential development, may complicate efforts to plan effectively for residential development outside of the urban service area; and WHEREAS, the City Council finds that an interim ordinance placing a moratorium on the subdividing and platting of land within all areas of the City, except those specifically excluded below, is necessary to protect the planning process and the health, safety and welfare of the citizens of Ramsey. SECTION 3. STUDIES The City Council hereby directs its City Staff to bring forward possible amendments to City Code that will allow for development within the Rural Developing Area while at the same time preserving such land for possible future development with urban services.
