ORDINANCE NO. 04-21 <br /> <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />AN INTERIM ORDINANCE ESTABLISHING A MORATORIUM <br />DEVELOPMENT OF CERTAIN PARCELS OF LAND WITHIN THE <br />RAMSEY, ANOKA COUNTY, MINNESOTA <br /> <br />ON THE <br />CITY OF <br /> <br />The City of Ramsey Ordains: <br /> <br />SECTION 1. AUTHORITY <br /> <br />This Ordinance is adopted pursuant to that authority granted to the City by MSA 462.355, Subd. <br />4, entitled "Interim Ordinance." <br /> <br />SECTION 2. PREAMBLE AND PURPOSE <br /> <br />WHEREAS, on March 23, 2004 the City Council adopted Five Year Strategic Planning Goals to <br />help guide and direct the City; and <br /> <br />WHEREAS, adopted Goal #3 states that the City should adopt and begin implementation of a <br />plan for urban growth to development opportunity areas in the City and correspondingly amend <br />the City-wide Comprehensive Plan; and <br /> <br />WHEREAS, the City Council intends to initiate a Comprehensive Planning process to determine <br />how growth will occur outside of the current urban service area; and <br /> <br />WHEREAS, the City Council finds that certain elements of its Zoning Code, specifically the R- <br />1 Residential - Rural Developing District that allow for lot sizes of 2.5 acres, together with the <br />impact of additional rural residential development, may complicate efforts to plan effectively for <br />residential development outside of the urban service area; and <br /> <br />WHEREAS, the City Council finds that an interim ordinance placing a moratorium on the <br />subdividing and platting of land within all areas of the City, except those specifically excluded <br />below, is necessary to protect the planning process and the health, safety and welfare of the <br />citizens of Ramsey. <br /> <br />SECTION 3. STUDIES <br /> <br />The City Council hereby directs its City Staff to bring forward possible amendments to City <br />Code that will allow for development within the Rural Developing Area while at the same time <br />preserving such land for possible future development with urban services. <br /> <br />SECTION 4.
