SPECIAL COUNCIL MEETING <br /> CITY OF RAMSEY <br /> COUNTY OF ANOKA <br />STATE OF MINNESOTA <br /> <br />Pursuant to due call and notice thereof, the Ramsey City Council held a <br />special Council meeting on September 5, 1978 at the Ramsey Municipal <br />Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota 55303. <br /> <br />Mayor Cox called the special Council meeting to order at 7:43 P.M. <br /> <br />Present: <br /> <br />Mayor Cox <br />Councilman Mickelson <br />Councilman Muller <br />Councilman Gamec <br />Councilman Reimann <br /> <br />Also Present: <br /> <br />City Attorney GOodrich <br />City Engr. Raatikka <br />Building Official Berg <br /> <br />Mayor Cox led in the Pledge of Allegiance to the Flag. <br /> <br />A special meeting was called to discuss the possibility of street improve- <br />ments for Front Street and Tungsten Avenue. <br /> <br />City Engineer Raatikka gave a report on the brief study they made of the <br />area to determine the general magnitude of the project. He found the <br />ditches are practically non-existent and water ponds along Front Street. <br /> <br />To resolve the problem they reviewed three different alternatives. They <br />are: <br /> <br />1) Constructing a storm sewer to the existing ditch located <br />approximately 100 feet north of Rivlyn Avenue and constructing <br />a ditch to the east parallel with Rivlyn Avenue and allowing <br />the runoff to drain to the Mississippi River <br /> <br />2) Construct a storm sewer along the east side of Tungsten <br />Street N.W. and extend it directly to the river <br /> <br />3) Construct a percolation basin on the east side of Tungsten <br />Street N.W. approximately 150 feet north of Rivlyn Avenue <br /> <br />Mr. Roger Dickenson asked why they had allowed Grosslein to change his <br />drainage. <br /> <br />Mrs. Roger Dickenson asked why it costs more to go to the river than <br />Rivlyn. <br /> <br />Engineer Raatikka stated then it would require a storm sewer. <br /> <br />The engineer was asked about an open ditch to the river. City Engineer <br />Raatikka stated they can't go over private property and would have to get <br />easements. The estimated cost did not include easements. <br /> <br />Roger Dickenson asked about dry wells and the storm water just sitting <br />there percolating in the ground <br /> <br /> <br />
