RAMSEY PLANNING AND ZONING QOMMISSION
PUBLIC HEARING
CITY OF RAMSEY
ANOKA O0UNTY
STATE OF MINNESOTA

The Ramsey Planning and Zoning Commission conducted a public hearing on
Tuesday, April 7, 1987 at the Ramsey Municipal Center, 15153 Nowthen Blvd.
N.W., Ramsey, Minnesota regarding Mr. Gilbert Menkveld's request for
rezoning and preliminary development plan review for planned unit
devel ot~nent.

Members Present:

Mr. Ken Peterson, Chairman
Mr. Ben Deemer
Mr. Gerald Zimmerman
Mr. Roy Sh~nway
Mr. Jim Howell
Mr. Charles LaDue

Also Present: Community Develol~nent Director Anne Norris

Members Absent: Mr. Terry Hendriksen

Chairman Peterson called the public hearing to order at 8:00 p.m.

Michael Terry - 7481 149th Avenue - Inquired as to the definition of 'home
business' as it relates to Mr. Menkveld's proposal; could it be heavy
industrial like blacktop or trucking companies.

Mr. Raudio - Noted that the subject area is currently zoned for and can be
developed with industrial uses; the P.U.D. proposed would have a
restrictive covenants attached to it that would limit the types of uses
that would be allowed in the area. The development is proposed to
accomodate those persons that would otherwise have to obtain a conditional
use permit to operate a business from their homes. The proposed P.U.D.
development would also serve as a buffer between the heavy industrial
zoning and the residential zoning right across the street as the front
portion of the subject lots would be developed as residential with business
operations being limited to the rear portion of the lots.

Mr. Michael Terry - Noted that there are water problems in the area that
will make it very difficult to keep business operations to the rear of the
lots.

Mr. Raudio - Replied that there are soil corrections and drainage plans for
the development.

P&Z Public Hearing/April 7, 1987
