Council
m TYPE oF EETING Sp ci

I CALL TO ORDER
CITIZEN INPUT ///~/
I APPROVAL OF AGENDA

i
D-2 COUNCIL BUSINESS
ASE #1:

TYPE OF MEETING: Special Council Meeting

8:00 p.m., Wednesday, AUgust 4, 1982

Ramsey Municipal Center, 15153 Nowthen Blvd. NW, Ramsey, Minnesota

CURRENT STATUS OF LANDFILL IN ALL ASPECTS INCLUDING RESPONSES TO

THE FOLLOWING:

1) What effect on the City's property tax structure will taking
the approximate 400 acres of Site P off the City's property tax
rolls have in light of the fact that this is prime industrial
land which already has industrial zoning?

2) Because of the loss of Site P from the City's property tax
rolls, will the City's residents be put at a property tax dis-
advantage in relation to other County residents in whose munici-
palities landfills are not located?

3) Will the City be able to specially assess Site P's 400 acres
the same as other property in the City when public improvements
such as sanitary sewer are brought into the City? If the answer
to this question is no, then how will this affect the cost of
public improvements to Ramsey's residents?

4) What effect will the contemplated well restriction within
two miles of the site have on the market value of developable
property within that two mile area and will this restriction
cause a relocation of any municipal wells creating additional
expense on City residents?

5) What is the reason that the existing dump site has been
deleted from Site P consideration and what then will be the
status of this existing site? Shouldn't this site be included
in the total "package" for consideration?

6) What impact will the City of Ramsey's official decision on
whether or not to support Site P have on the final selection
or rejection of Site P?

7) How will adjacent landowners be compensated for decreased
property value resulting from the landfill's expansion?

MAYOR AND COUNCIL IN~_U~T

m ADJOURNMENT
