August 12, 1987

TO: Airport Commission

FROM: Anne L. Norris, Community Development Director
Planning and Zoning Commission

RE: Addition to Agenda

Please consider the addition of the following case to the agenda for the
August 12, 1987 Airport Commission meeting.

REQUEST FOR CONDITIONAL USE PERMIT TO EXTRACT AGGREGATES
IN THE I-1 INDUSTRIAL, DISTRICT; CASE OF BARTON SAND AND GRAVEL

Background:

Barton Sand and Gravel Company is requesting a conditional use permit to
extract aggregates from the western 38 acres of the 78 acre parcel located
north of County Raod 116, east of Ramsey Boulevard and south of 149th
Avenue N.W. The eastern portion of the property is marshy and contains a
protected wetland. The proposed plan shows access to the extraction
operation from County Road 116.

Barton is proposing to excavate approximately 300,000 yards of materials
from the site over a five year period. Barton will excavate and restore
the site so that it is suitable for industrial development. Barton is
proposing a minimum buffer of 75 feet of berming and trees on the northern
boundary of the site to screen the excavation operation from adjacent
residents.

For your information, attached are the following items:

a. Site location map
b. Application and information packet
c. Letter from Merland Otto dated March 17, 1987

Observations:

As you recall, Barton's request originally included the establishment of a
bituminous asphalt plant on the site after excavation was complete. Barton
has found another site for this opertion and is now only requesting a
conditional use permit to extract aggregates.

Recommendation:

Commission A~tion:

Will be based on your discussion.

Attach:
