P & Z -1- <br />517179 <br /> <br /> Plan~ning g Zoning <br /> City of Ramsey <br />County of Anoka <br />State of Minnesota <br /> <br />A Special Meeting of the Ramsey City Planning & Zoning Commission was held on <br />May 7, 1979 at Ramsey Municipal Center, 15153 Nowthen Blvd., N.W. Meeting <br />was called to order by Chairman Ken Peterson at 7:05 p.m. with the following <br />in attendance: <br /> <br />Ken Peterson <br />Kathy Schneider <br />Gerry Zimmerman <br />Ron West <br /> <br />Art Dunn Also present: <br />John Hubbard <br />Ben Deemer (arrived 7:20) <br /> <br />Lloyd. Schnelle, City Adm. <br />Peter Raatikka, City Eng. <br /> <br />Chairman Ken Peterson explained that this was a meeting to listen to comments <br />regarding the Critical River Plan policy regarding downzoning of Commercial and <br />Industrial property south Of Hwy #10, and that this was only a proposal which the <br />commission would like a reaction to. <br /> <br />Mr. Ed Babcock, an attorney, was present to explain that he was representing <br />several property owners in'that area, and that he felt the Commission was not <br />ready for action or a recommendation to the Council yet. <br /> <br />Babcock stated that Faye C0nstmuction(schwartzman Bros.) among others purchased <br />land for future development. Babcock proceeded to read to the Commission minutes <br />of past Council and CommisSion meetings regarding proposed rezoning to increase <br />the commercial area. Mr. Babcock stated that it was not his intentions to criticize <br />but felt the City's planner was never informed of these plans or the Council's <br />actions on this. Babcock explained that since the council gave seroius consid- <br />eration and approval a year ago,'this was not the time for an entirely new pro- <br />posal, and that downzoning would greatly reduce the estimated acreage required <br />for the project. <br /> <br />Ken Peterson asked Mr. Babcock if he would like to see the Commission recommend <br />a study by a reputable firm to determine what type of activity this area could <br />support? Ron West stated that he didn't feel any additional studies would be <br />necessary. <br /> <br />Mr. Babcock stated that would be fine, or just leave the present zoning as is <br />without any downzoning. <br /> <br />Gerry Zimmerman stated that he was not in favor of downzoning. Ben Deemer stated <br />that he does not like to see change in zoning, however, feels it could happen <br />by other agencies and the City should not have to spend money in defense of a <br />private developer. <br /> <br />Art Dunn expressed his opinion that the planner did know of this proposal sometime <br />ago, and as far as any expansion, that was a new concept. Dunn also explained he <br />would be inclined to leave the zoning as is for a better chance of survial, and if <br />in 'the future a need is shown, rezoning can be considered. <br /> <br />Mr. Babcock stated that he was also representing A1 Bullick of Riverside West. <br />and gave the background on'the past agreement between Mr. Nereson for the City <br />and Mr. Aichinger of the EQ.B. <br /> <br />Ken Peterson explained that the planner must not have been aware of this <br />agreement. <br /> <br /> <br />
