Discussion of Pa~k fee.

Mr. Dennis Donovan and John Lichter were present to diScUss, with the
P & Z Commission the formula used for determining the Park fee
subdivision in the rural area. Mr. Donovan explained that they had
examined several other cities Dark fee system and found Ramsey- ,~ to be
equivilent. Art Dunn asked if any of the cities examined ha~ entire areas
in a rural service area.: Mr. Donovan explained that they did not want to
make e×ceptions to the ordinance since the City was in need of monies for
the Parks. After further discussion, it was suggested that the P & R
Commission contact Burns, Andover, and St. Francis in regards to their
park fee. Ken Peterson explained that the P & Z Commission realizes the
ne'ed for Dark funds, and ~as looking forward to sitting do~ and discus-
sing this matter again after more input was. received. Art Dorm agreed that
fees are necessary, but due at present to low density in the rural area,
the fee formula is appearing to be too harsh in this section of the city.

Item 2. Variance request- Alex Werz.
This request was orginally made on 8/7/78 and matter was tabled pending
further information from City staff and Attorney. (page 2, item#2, minutes
of 8/7/78). After examing a sections map presented by Gerry Zimmerman which
indicated that e.asments were available, a brief discussion was held.
Motion by Ar~'Dnnn, seconded by Gerry Zimmerman to recommed to t~e City
Council to grant a variance to Alex Werz for a'-!0t that does not c'omply
with the ordinanc8 170.0312A requiring a lot size of at least 2~ acres
after April 28, 1972 due to the facts that the lot at 16960 Bision was
purchsed by Mr. Werz in good faith, and ~ecausei~of~rec~i~ing~oor leigat
advice is now suffering a hardship. Motion'carried 4-0.
Item 3. Acceptance o~ Magnesium street. (off of Industry Blvd.)
Mr. Craig Willey, the property owners representative was present ~to explain
that they were willing to handle the' preparation and cost of the neceSSary
legal documents, along wit~ ~he engineering costs. Mr. Willey state~ that
Mr. Holm pretty much agreed to providing the necessary repairs to make the
road acceptable, unless it meant an entire new road being installed. It
was ~entioned that at present several property owners do not have legal
access to their property and with Magnesium being a city road~, this problem
woul~ be solved. The property owners are ready to give the necessary ease-
ments to the City. There was discussion of whether core Samples shoutd be
taken, and it was decided that this would be irrelevant unless we intend
to act on the results at this time. Ken Peterson read the Engineers
report and asked Mr. Wil~ if they were in agreement with this report.
Mr. Willey explained that he had talked with Mr.-Raatikka in regards to
the cul-de-sac.
