P&Z -1- 11/7/77 PLANNING & ZONING City of Ramsey County of Anoka State of Minnesota A regular meeting of the Ra~sey City Planning and Zoning Commission was held on November 7,1977 at Ramsey Elementary School, 15000 Nowthen Boulevard. Meeting was called to order by Chairman A1 Sorteberg at 7:35 p.m., with the following in attendance: A1 Sorteberg Ronald West Arthur Dunn Kenneth Peterson Kathy Schneider Also Present: Phil Nereson, City Adm. Pete Raatikka, City Engr. Motion by Ron West, seconded by Art Dunn to approve the minute of October 3, 1977 as read. 5 , 0 Item 1. Faye Construction Sketch Plan Mr. Carl E. Anderson, from Hakanson, Anderson Associates, was present on behalf of their client, Faye Construction Company (Messers Ivan Schwartzman and David Schwartzman) with a sketch plan for the property identified as Lots 8, 9, 10,~13 and 14 (except parcel 7000 of Lot 14), Auditor's Subdivision No. 31, Section 3~ Township 32, Range 25. The property is generally located between Highway #10 and the Mississippi River. Mr. Nereson explained that he had reviewed a letter from Mr. Anderson dated August 29, 1977 and that he was not sure how far the Commission should proceed at this time. Mr. Nereson explained that at present that land located within the Critical Area Corridor came under the authoritv of the E.Q.C.,[but that monies were not available for the City to hire a planner to prepare a Plan for this area which would meet E.Q.C. approval. Mr. Nereson also explained that sewer availability to this area did not seem to be a problem. Mr. Anderson indicated that it was the intention of Faye Construction to request the B-2 Zoning be made deeper toward the river to create a more satisfactory business site, plus a buffer strip, to separate the business area from the residential lots along the river bank. Mr. Anderson explained that it was their intention to provide the City Planners wi~h input from the owners of the property, and that at this time they were asking for rezoning and a commitment regarding sewer. Mr. Nereson explained the Metro Waste Control Commission is in the process of hiring a Consulting Engineer to work on the design and specifications portal of the CAB interceotor, so there is a possibility of sewer availability as early as 1979. Mr. Nereson glso explained that the Highway Dept. has been contacted regarding developing a frontage road plan for Highway #10. Mr. Anderson stated that their p~an was flexible in regards to access onto Highway #10. Mr. Anderson then asked what his next step should be in regards to the sketch plan. Mr. Nereson explained we could either hold the sketch plan until the City developed their own E.Q.C. type plan, or forward the sketch plan to t~e E.Q.C. for their initial response.
