P&Z 10/3/77 <br /> <br />PLANNING & ZONING <br /> City of Ramsey <br />County of Anoka <br />State of Minnesota <br /> <br />A regular meeting of the Ramsev City Planning and Zoning Commission <br />was held on October 3, 1977 at Ramsey Elementary School, 15000 <br />Nowthen Boulevard. Meeting was called to order at 7:35 p.m., with <br />the following persons in attendance: <br /> <br />A1 Sorteberg <br />Ronald West <br />gerald Zimmerman <br />Arthur Dunn <br /> <br />Kenneth Peterson <br />Kathy Schneider <br /> <br />Also Present: <br /> <br />Clayton Berg,Bldg. Official <br />Peter Raatikka, City Engr. <br /> <br />Motion by Gerald Zimmerman, seconded by Ron West to approve the <br />minutes of September 6, 1977, with the following corrections: <br />Item 2, page 1 - Mrs. St. Jean stated that the dogs would be <br />debarked if there were complaints about barking. Item 7, page 3 <br />motion passed 6 - 1 with ~erald Zimmerman voting No. <br /> <br />Item 1. Public Hearing - PaUl weiss, rezoning request. <br /> <br />Mr. Weiss was present to explain his plans for the 0roperty located <br />on the corner of 167th, Avenue N.W. and State Highway 47. Mr. Weiss <br />stated his pIan included a filling station, auto supply store and <br />a pickup and delivery dry cleaning service. Mr. Weiss explained <br />that he had inquired into the possibility of having the station <br />certified by the AAA and had received a favorable response. Mr. <br />Weiss then explained his reasons for choosing this site and that <br />his plans were dependent on financing. A1 Sorteberg asked for <br />citizen input. Ken Peterson asked for Mr. Weiss about his plans <br />for access. Mr. Weiss~ stated that he had considered lead-ins <br />from 47. A1 Sorteberg asked if Mr. Weiss had sketch plans of <br />this site. ~r. Weiss stated that his first step was to acquire <br />the land, then seek rezoning, and finally produce plans. Ron West <br />asked if this project would be built in stages'. Mr. Weiss <br />answered that the filling station would be first, auto store next <br />and finally the dry cleaning service. A1 Sorteberg asked Mr. Weiss <br />why he felt this site Was so desirable and Mr. Weiss explained how <br />this site would serve both Ramsey and Burns residents who would <br />otherwise have to go into Anoka for these services. Ron West asked <br />if any soil testing had been done and Mr. Weiss said no. A1 Sorteberg <br />explained that plans and soil tests would have to be available before <br />this site could be considered for rezoning. Art Dunn stated that <br />according to information he had available, there was a very high <br />water table at this site which would make construction very difficult, <br />and asked Mr. Weiss if he had looked at any other property. Mr. Weiss <br />said that he realized that Ramsey already had areas zoned for <br />commercial use based on sewer availability, but that there wasn't <br />any close to the present site. Ken Peterson asked if the station <br />would be independent and if the availability of fuel had already <br />been researched. <br /> <br /> <br />
