8/2/76 P & Z -1- <br /> <br />CITY OF RAMSEY <br /> <br /> PLAN~ING & ZONING COMMISSION I R£GULAR MEETING <br /> I August 2, 1976 <br /> <br /> A regular meeting of the Rams~ylPlanning & Zoning Commission was held on the 2nd <br /> day of August 1976 at Ramsey Elementary School, 15000 Nowthen Boulevard in the <br /> Music Room, Ramsey, MN 553031 <br /> The meeting was called to order at 7:30 p.m., with the following persons in attendance: <br /> A1 Sorteberg, Chairman; Tom ~mec, Tom Moorhouse, G. Zimmerman, Ron West and Brad Bodle. <br /> Approval of the minutes of ju!yi6., 1976, regular meeting. <br /> Motion by Ron West to approveI the minutes as mailed out, seconded by Gerald Zimmerman <br /> and Carried 5 to O. ~ <br /> <br /> Item. 1. Dick Carson, Mr. ~rson requested the addition of two extra lots on <br /> his plat of Flintwood Hills,~Blocks 5 and 4 which has not been recorded. <br /> <br />Motion by Brad Bodle, seconde~ by Ron West to recommend a variance to the City <br />ou¥6-~-6¥fl to approve two additional lots subject to compliance to city engineer's report, <br />city attorney approval as to ~rocedures and the Park and Recreation Commission review. <br />Motion carried 5 to 1. Tom Gamec voted Naye. <br /> <br /> Item. 2 Mr. W. E. Louchs, 16~21 St. Francis Boulevard N.W., variance request to <br /> Ordinance 75-5, Section 12.01! to convey land by metes and bounds. <br /> i . . <br />Five families appeared to request a variance to Ordinance 75-5 namely to convey <br />land by metes and bounds descriptions. The property to be subdivided is on the <br />North side of the plat of HalF Anderson Acres. Citizens present were: <br />R. Riveness, owner of Lot 5, ~ Harbaugh, owner of Lot 6, A. Schramm, owner of Lot 5, <br />A. DeWitt, owner of Lot 3. The owner of Lot 7, G. Bohren was not present. <br /> <br /> These people wanted to add onito their present lot about 430 feet or so, so that <br /> nobody could build behind the~. A survey was made by John Oliver, a surveyor in <br /> Elk River and staked out in t~e field already. <br /> <br />Motion by Tom Moorhouse that Ithe P & Z Commission recommend to the City Council <br />t-~-h-~-t a variance be granted to! Mr. Louchs to sell the land to the above named parties <br />per certificate of survey dat!ed July 8, 1976, revised by John Oliver because: <br /> 1. It enhances the property.i 2. It poses no concern for public safety or <br /> environmental deterioration. !3. It preserves a unique stand of white oak trees <br /> in this area. 4. It represents no problem in future planning. Motion was seconded <br /> by A1 Sorteberg and carried 4i - 2. Tom Gamec and Gerald Zimmerman voted Naye. <br /> Item. 3. Tom Holker in behal~ of Norman Bernard, 6810 Green Valley Road, Anoka, <br /> MN. Mr. Holker requested a ~ariance from the platting Ordinance 75-5 to build <br /> without platting on 2½ acres i~r~ct of land on County Road 5 and Green Valley Road. <br /> The owner wants to have his driveway onto County Road 5 which is on a curve. Mr. <br /> Holker stated he checked with the County Highway Department and they have no <br /> objections. <br /> <br /> Motion by Ron West to recommend to the City Council that a variance be granted <br /> to Norman Bernard as per lega~ description: That part of NE ¼ of SW ~ of Sec 3, T32, <br /> R 25, lying E'ly of Co. St. Aid Hwy 5 and S'ly of Co. Rd. 63 except that part thereof <br /> lying S of ditch formerly kno!~n]as Demerest Brook, subject to RCPA and road easements, <br /> because the County has no objl!ction on the ingress/egress on County Road 5 and they <br /> will maintain 330 feet betwee driveways and the park fee will be paid based on what <br /> <br /> <br />
