There are two areas in particular which are problematic, or are likely
to be viewed as problematic in the future. The property at 5831 164th Lane owned by Karla and
Dewey Tborson has a low-lying backyard. Flow from the ditch line of T.H. #47 is directed into
this backyard. The City has received a request from this property owner to assist in correcting
this situation. A second issue exists at 5810 and 5830 164th Lane where runoff from T.H. #47
and 164th Lane runs into a low area and ponds in the front yards of these properties. The City
has not received complaints over this situation, but it is likely that a future property owner may
find this objectionable. The City has assisted in placing sandbags over the flared end section
draining across T.H./447 onto the Thorson property, to help slow the rate of flow into their yard.
The rate of flow increased significantly after the 2000 highway project, which installed new
culverts along T.H. /447. MnDOT has been consulted and is agreeable with this action. A

Public Works Committee/July 15, 2003
