FINANCE COMMITTEE <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The iRamsey Finance Committee conducted a regular meeting on Monday, September 13, 2004, <br />at the Ramsey Fire Station Number I, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Chairperson David Elvig <br />Councilmember Sarah Strommen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />Finance Officer Diana Lund <br />City Administrator James Norman <br />Assistant City Administrator Heidi Nelson <br />Director of Public Works/Fire Chief Dean Kapler <br /> <br />CALL TO ORDER <br /> <br />Chairperson Elvig called the regular meeting of the Finance Committee to order at 5:41 p.m. <br /> <br />CITIZEN INPUT <br /> <br />There was llOlle. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case/ti: Amendment of the 2004 Schedule of Rates, Fees and Charges <br /> <br />Finance Office Lund stated the proposed resolution would amend the 2004 Schedule of Rates, <br />Fees and Charges regarding the sewer and water trunk charges. The recommendation of the <br />Council at the September 7, 2004 work session was that the sewer and water trunk charges be <br />brought back to the Finance Committee re-amending the rates to present a gradual increase of 25 <br />percent. The further amendment of the sewer and water trunk fees will be discussed at a later <br />date in 2004. She distributed a comparison of charges in other cities. <br /> <br />City Administrator Norman explained there are two concerns with the increase; one is that there <br />was no notice of the increase, and the other is that the increase was done all at one time. <br /> <br />Chairperson Elvig asked if there was a concern with potential backlash from developers. <br /> <br />City Administrator Norman explained the developers did not have an opportunity to budget for <br />the increase and include it in their planning. <br /> <br />Finance Committee/September 13, 2004 <br /> Page 1 of 8 <br /> <br /> <br />
