Areas of particular
concern and attention were utility extension policy and election
issues .
The Charter Commission submitted a proposal to the voters at the
general election recommending that the Mayor' s term be lengthened
from 2 years to 4 years commencing with the election in the year
2000 . That amendment passed.
An organization which calls itself the Ramsey Resident' s For
Responsible Government proposed an amendment by petition which in
accordance with statutory requirements was placed on the ballot
at a special election. The proposed amendment resulted from a
major political controversy relative to utility extension and on
development patterns in the City.
