Box 6 <br />Stillwater, Minnesota 55082-0006 <br /> <br />Re: City of Ramsey, Anoka County, Minnesota, Charter Commission Annual Report <br /> <br />Dear Judge Schurrer: <br /> <br />In accordance with Minnesota Statutes 410.05, the following is an annual report reflecting the <br />activities of the City of Ramsey Charter Commission during the year 2004. <br /> <br />Members of the Charter Commission for 2004 are as follows: Tim Vogt (Chair), Hannah <br />LaMere (Vice Chair), Sandra Bertzyk, Benjamin Deemer, Lauri Ebel, Aimee Fischer, Frank <br />Frederick, Steve Simenson and Brian Swanson. This Commission met on September 30, and <br />December 6, 2004. <br /> <br />At the September 30, 2004 meeting, new Commissioner Aimee Fischer was sworn in and <br />introduced to the Commission. The Commission reviewed Chapters 3, 4 and 5 of the Ramsey <br />City Charter. The Commission noted that amendments to these chapters were necessitated by <br />the increase in Council size from 5 to 7, and the adoption of the Ward system throughout the <br />City. Language was discussed and agreed upon and the amendment was sent in the form of a <br />proposed ordinance to the City Council on October 12, 2004. At that time, the Council <br />scheduled a public hearing relating to the proposed amendments for November 9, 2004. All <br />publications requirements were met. On November 9, 2004, a public hearing was conducted, <br />however, the vote was not taken as all of the Councilmembers were not present. The ordinance <br />was again presented for adoption on November 23, and Council unanimously voted for the <br />th <br />adoption. The ordinance was published in the November 26 edition of the Anoka County <br />Union, and the amendment to the City’s Charter is to be effective March 5, 2005. <br /> <br />
