CITY COUNCIL
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey City Council conducted a work session on Monday May 21, 2002, at the Ramsey
Fire Station Number II, 15050 Armstrong Boulevard NW, Ramsey, Minnesota.

Members Present:

Mayor Thomas Gamec
Councilmember Susan E. Norman
Assistant City Administrator Heidi Nelson
Principal Engineer Brian Olson
Sergeant Jim Way

CALL TO ORDER

Mayor Gamec called the work session of the City Council to order at 7:45 p.m.

CITIZEN INPUT

There was none.

Work Session Topics

Case #1: Stormwater Assessment Policy

City Administrator Norman stated that the Council had requested that staff discuss the
differences between the Storm Water Utility Fund and Stormwater Management Fund.

Principal Engineer Olson reviewed the projects that would be done using Stormwater Utility
Fund and the projects that would be done using the Stormwater Management Fund, noting that
the fees fi'om the Stormwater Management Fund are collected at the time of development. He
noted that currently there is $450,000 available in the Stormwater Management Fund.

Councilmember Zimmerman stated that $450,000 might seem like a lot of money, but with all
the additional housing coming into the City the funds might not cover all the costs.

Principal Engineer Olson explained that the storm water plan has been updated in the area north
of 153ra around T.H. #47 and he did not know that there would be too many conditions that
would change the pipes that are in the ground. He stated that if a developer requests that they
need an overflow to the river they would have to determine if it is justified.

City Council/May 21, 2002
