CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a work session on Tuesday, October 22, 2002, at the <br />Ramsey Fire Station Number II, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Susan E. Anderson <br />Councilmember Terry Hendriksen <br />Councilmember Patti Kurak <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Assistant City Administrator Heidi Nelson <br />Director of Public Works/Fire Chief Kapler <br />Principal City Engineer Brian Olson <br />Sergeant Jim Way <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the work session of the City Council to order at 5:36 p.m. <br /> <br />CITIZEN INPUT <br /> <br />There was none. <br /> <br />WORK SESSION TOPICS <br /> <br />1) Alcohol Violations <br /> <br />Sergeant Way provided the Council with the current City ordinances relating to liquor licenses <br />and proposed changes to those ordinance. He also presented a list of compliance checks that <br />have been completed from January 1, 2002 through October 30, 2002, utilizing a grant. He <br />explained that as part of the grant agreement, the City agreed to review their current ordinances <br />relating to liquor. After reviewing the ordinances, there are some changes that need to be made, <br />which they have forwarded to the City Attorney for comment. The one issue the Police <br />Department would like direction on is if there is a Violation of a sale to a minor what are the <br />penalties going to be. Sergeant Way recommended that there be an established list of civil fines <br />and penalties within the ordinance, similar to the City's cigarette ordinance. Presently, the City <br />charges the seller criminally if they sell to a minor and they fine the license holder civilly. To <br />date, they have sent out letters notifying the business owners of their failure. <br /> <br />City Council/October 22, 2002 <br /> Page 1 of 6 <br /> <br /> <br />
