January 11, 2001 <br /> <br />The Honorable Joseph Quinn <br />Chief Judge Tenth Judicial District <br />Anoka County Courthouse <br />325 East Main Street <br />Anoka, Minnesota 55303 <br /> <br />Re: City ofRamsey, Anoka County, Minnesota, Charter Commission Annual Report <br /> <br />Dear Judge Quinn: <br /> <br />In accordance with Minnesota Statutes 410.05, the following is an annual report reflecting the <br />activities of the City of Ramsey Charter Commission during 2000. <br /> <br />Members of the Charter Commission are as follows: Keith Kiefer (Chair), Barry Childs, Dennis <br />Donovan, Marguerite Henke, Hannah LaMere, Richard Netzloff, Kathy Rosenow, Virginia <br />Spain-Brist and Timothy Vogt. The Commission met on July 6, 2000, July 31, 2000, August 22, <br />2000, September 6, 2000, and October 4, 2000. <br /> <br />At the July 6, 2000 meeting, the Commission considered revisions to Chapter 6: Administration <br />of City Affairs, Section 6.3 of the City Charter, Creating the Separate Position of City <br />Administrator and City Clerk. They recommended that staff draft the proposed revisions for <br />review at the next meeting. A joint meeting with the City Council was requested. <br /> <br />The Charter Commission met on July 31, 2000, and reviewed the proposed language for the <br />Charter revision separating the positions of City Administrator and City Clerk. Consensus of the <br />Commission was that the City should establish the City Clerk format and meet again to review <br />the final language. The Commission discussed agenda items and issues for a joint meeting with <br />Ramsey's City Council. <br /> <br />The Charter Commission met on August 22, 2000, and accepted the language for a Charter <br />revision to separate the positions of City Administrator and City Clerk. They voted to <br />recommend this language to Council. Following this brief meeting of the Charter, they were <br />joined by the City Council for a joint meeting. Items of discussion were Wards versus Precincts, <br />a City primary election, number of Council seats, and Section 6.3 of the City Charter. Consensus <br />of this meeting was to move forward with a seven person Council, secondly continue to consider <br />adding a Primary election, and then possibly consider a Ward system. <br /> <br /> <br />
