<br />ENVIRONMENTAL POLICY BOARD <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />On Monday, June 5, 2006, the Environmental Policy Board (EPB) met in the Conference <br />Room at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Chairperson Joe McDilda <br />Board Member Bob Bentz <br />Board Member John Freeburg <br />Board Member Michael Max <br />Board Member Jon aids <br />Board Member Bob Sibilski <br /> <br />Also Present: <br /> <br />Zoning & Recycling Coordinator Chris Coordinator Anderson <br />Environmental Specialist Bruce Bacon <br /> <br />Members Absent: <br /> <br />Board Member Ron Hustvedt <br /> <br />CALL TO ORDER <br /> <br />Chairperson McDilda called the meeting to order at 6:35 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Board Member Sibilski requested to be heard as a citizen. He noted his concern that he <br />lives on 166lh Avenue but was not notified that the water main was going to be installed <br />and the wetlands completely drained. He stated that he assumed there should have been <br />notification, and would have appreciated seeing permits that allowed for drainage of the <br />wetlands. He stated that a Class 3 wetland runs through his property that was dried up. <br />He stated the pond across the road was a habitat for two or three species of turtles that are <br />now completely gone. He stated that for the past seven or eight years he has had turtles <br />coming out of the pond and adjacent wetland, but they are no longer laying eggs on his <br />property. <br /> <br />Chairperson McDilda asked Coordinator Anderson if the Environmental Policy Board <br />(EPB) should take action regarding this citizen complaint. <br /> <br />Zoning and Recycling Coordinator Anderson stated his concern should be addressed by <br />the Public Works Department. He stated that he thought there was a notification process <br />but was not sure when that was done. <br /> <br />Board Member Max asked Board Member Sibilski ifhis property line was crossed. <br /> <br />Environmental Policy Board/June 5, 2006 <br />Page I of 10 <br />
