PUBLIC WORKS COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Public Works Committee conducted a regular meeting on Tuesday, January 15, <br />2002, at the Ramsey Fire Station #2, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Tom Gamec <br />Councilmember Susan Anderson <br />Councilmember Terry Hendriksen <br />Councilmember Patti Kurak <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />Fire Chief/Director of Public Works Dean Kapler <br />City Engineer Brian Olson <br />City Engineer Steve Jankowski <br /> <br />CALL TO ORDER <br /> <br />Chairperson Zimmerman called the regular meeting of the Public Works Committee to order at <br />5:40 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: 2002 Street Maintenance Program <br /> <br />City Engineer Jankowski stated that since 1981, the City of Ramsey has conducted an Annual <br />Street Maintenance Program~. whose purpose was to address the preventative maintenance of the <br />City's asphalt pavements. From 1981 until 1990, the program consisted predominantly of <br />sealcoating and the full cost of the program was special assessed. Beginning in 1991 until the <br />present time, the City has financed 50% of the program cost. Because of the City Charter and <br />Minnesota Statute//427 requirements, it is necessary to initiate the program in January in order to <br />allow sufficient lead-time for construction to take place in early summer. The frequency of <br />preventative maintenance on the City's bituminous pavements has varied considerably, with <br />some pavements receiving a sealcoating as little as two years and others as much as ten years <br />after initial construction. In general, however, the City's current goal is to sealcoat a new <br />bituminous pavement five years after construction and readdress maintenance at seven years <br />thereafter.
