CITY COUNC~
CITY OF RAMSEY
ANOKACOUNTY
STATE OF MINNESOTA

The Ramsey City Council conducted a work session on Tuesday, December 11, 2001, at the
Ramsey Fire Station Number II, 15050 Armstrong Boulevard NW, Ramsey, Minnesota.

Members Present:

Mayor Thomas Garnet
Councilmember Susan E. Anderson
Councilmember Patti Kurak
Councilmember Terry Hendriksen
Councilmember Gerald Zimmerman

Also Present:

City Administrator James E. Norman
Principal Planner Patrick Trudgeon

CALL TO ORDER

Mayor Gamec called the work session of the City Council to order at 6:04 p.m.

WORK SESSION TOPICS FOR DISCUSSION

1) Proposed Land Use Changes from March 2002 Draft

City Administrator Norman stated that staff had received unclear direction regarding the land use
map at the last work session. He requested that the Council review the proposed land use
changes and decide whether or not to place them on the proposed land use map.

Mayor Gamec noted that the proposed land use changes have nothing to do with rezoning, it is
only a proposed use. The land use changes will be presented at a public hearing on January 24,
2001 at which time there will be public input. The actual rezoning of the property would take
place individually for every parcel and would require individual notification to the adjacent
property owners.

Councilmember Hendriksen replied that the distinction was tree, but misleading because once
the City has designated land for a certain use they cannot refuse the rezoning and, if they do, they
can be brought to court and be forced to rezone the property. He felt that the Mayor was giving
the residents a false assurance that their concerns will be heard.

City Council/December 11, 2001
