CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a work session on Thursday, October 16, 2001, at the <br />Ramsey Fire Station #2, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Susan E. Anderson <br />Councilmember Terry Hendriksen <br />Councilmember Patti Kurak <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator, James E. Norman <br />City Attorney William Goodrich <br />City Clerk Jo Thieling <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the work session of the City Council to order at 6:49 p.m. <br /> <br />APPROVE AGENDA <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to approve <br />the agenda as presented. <br /> <br />Motion carried. Voting Yes: Mayor Gamec and Councilmembers Hendriksen, Zimmerman, <br />Anderson, and Kurak. Voting No: None. <br /> <br />WORK SESSION TOPICS FOR DISCUSSION <br /> <br />1) Number of Liquor Store Licenses <br /> <br />City Clerk Tbieling presented the Council with current City Code pertaining to Liquor Licensing, <br />copies of minutes fi'om when the Ramsey Council amended City Code pertaining to liquor stores <br />and when they changed the Code back, a report from Coon Rapids that was completed when <br />they were discussing whether or not they should limit the number of liquor stores, and <br />information from the League of Minnesota Cities which states that the City of Ramsey is a third <br />class City and can have up to 12 on-sale liquor licenses and the City and can set the number of <br />off-sale liquor licenses. <br /> <br />City Administrator Norman explained that from 1998 to 1999, there had been a request from <br />current liquor stores to limit the number of licenses so the Council at that time adopted an <br />ordinance in 1998 limiting the number of off-sale liquor licenses. Then one year later the same <br />Council voted unanimously to remove that ordinance.
