CITY COUNCIL CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA The Ramsey City Council conducted a work session on Tuesday, October 15, Ramsey Fire Station #2, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. Members Present: Mayor Thomas Gamec Councilmember Susan E. Anderson Councilmember Patti Kurak Councilmember Terry Hendriksen Councilmember Gerald Zimmerman Also Present: City Administrator James E. Norman Facilitator Larry Bakken 2001, ~ the CALL TO ORDER Mayor Gamec called the work session of the City Council to order at 5:56 p.m. WORK SESSION TOPICS FOR DISCUSSION 1) Comprehensive Plan Facilitator-Led Discussion A) Housing Mix in Proposed Town Center City Administrator Norman presented mixed-use language from the March 2001 draft, which included the following new language under Mixed Use Policy: All high-density residential developments and uses shall have a commercial/retail component within the mixed-use development. In order to plan for the right mix of uses, no more than 50 percent of land designated or allocated residential should be used for residential purposes until at least 25 percent of the land is used for commercial/retail purposes within the mixed-use development. Additionally, no more than 75 percent of the land designated or allocated residential should be used for residential purposes until at least 50 percent of the land designated or allocated commercial/retail is used for commercial/retail purposes within the inixed-use development. Counci hnember Hendriksen inquired as to the area of land that would be designated mixed-use, explaining that he has a very different opinion if they are talking about everything between Armstrong Boulevard and Ramsey Boulevard, south of C.R. #116 or 100 acres around the rail station.
