CITY COUNCIL
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey City Council conducted a work session on Thursday, September 20, 2001, at the
Ramsey Fire Station #2, 15050 Armstrong Boulevard NW, Ramsey, Minnesota.

Members Present:

Mayor Thomas Gamec
Councilmember Susan E. Anderson
Councilmember Terry Hendriksen
Councilmember Patti Kurak
Councilmember Gerald Zimmerman

Also Present:

City Administrator, James E. Norman
Principal Planner Patrick Trudgeon
Facilitator Larry Bakken
Consultant Len Levine

CALL TO ORDER

Mayor Gamec called the work session of the City Council to order at 7:25 p.m.

WORK SESSION TOPICS FOR DISCUSSION

1) Comprehensive Plan

Larry Bakken presented a summary of the issues that the Council had addressed at their July and
August sessions.

Mayor Gamec inquired if it would be possible to identify the mixed use area as a planning area
since they are not sure what will be located in that area, and then develop a separate plan for that
area only.

Mr. Bakken replied that they could define within the Comprehensive Plan a planning area and
then indicate what would be included in that area. He noted that he was not sure if that would be
acceptable to the Met Council, but at this time the Council should not focus on that.

Councilmember Anderson stated that it seems that the town center area might not have the same
requirements as the rest of the City so it should probably be dealt with separately, but she
thought it might be confusing to have two planning areas within the Comprehensive Plan.

City Council/September 20, 2001
