PUBLIC SAFETY BOARD COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Public Safety Board Committee conducted a regular meeting on Thursday, October <br />25,2001, at the Ramsey Fire Station #2, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Chairperson Tom Anderson <br />Board Member Tom Gamec <br />Board Member Patti Kurak <br />Board Member Dave Lewandowdowski <br />Board Member A1 Pearson <br /> <br />Also Present: <br /> <br />Director of Public Works/Fire Chief Dean Kapler <br />Sergeant Jim Way <br /> <br />CALL TO ORDER <br /> <br />Chairperson Anderson called the regular meeting of the Public Safety Board to order at 5:00 p.m. <br /> <br />CITIZEN INPUT <br /> <br />There was none. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Establishing Appeals Board for Fire Inspection Program <br /> <br />Director of Public Works/Fire Chief Kapler stated that with the hiring of Jerry Streich in 2001, <br />Ramsey is establishing a Fire Code Inspection program whose focus is industry, day cares, and <br />places of assembly. A requirement of this type of program is to provide an Appeals Board. The <br />Appeals Board would meet to listen to comment and decide on infractions to the Uniform Fire <br />Code if contested. As with any code, some issues are not as clear as others are. The Board <br />would listen to, for example, the appeal of a business owner, compare to the code and decide, if <br />unclear, whether to allow the situation or to uphold the Fire Inspector's direction. The Board <br />must contain a voting member that is familiar with the appropriate fire code along with four <br />others. Mr. Kapler suggested utilizing a neighboring city's fire inspector to the fill the "expert" <br />position. The cities of Anoka, Elk River and Coon Rapids all have fire inspection staff that <br />would be able to meet the requirement. The Board would meet on an as needed basis, but the <br />members of the Board should be appointed at this time with the exception of the "expert" <br />position. <br /> <br />Motion by Board Member Gamec, seconded by Board Member Lewandowski, to recommend <br />that the City Council appoint Tom Anderson, Patti Kurak, A1 Pearson, and Jim Way to the Fire <br />Inspection Appeals Board, with the fifth member being a Fire Inspector from one of the <br />SmTounding communities. <br /> <br />Public Safety Board/October 25, 2001 <br /> Page 1 of 4 <br /> <br /> <br />
