<br />CITY COUNCIL <br />DBA BOARD OF REVIEW <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted the annual Board of Review on Monday, April 30, 2007, in <br />the Council Chambers at Ramsey City Hall, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Pro tern David Elvig <br />Councilmember John Dehen (arrived 6:22 p.m.) <br />Councilmember David Jeffrey <br />Councilmember Mary Jo Olson <br />Councilmember Sarah Strommen <br /> <br />Members Absent: <br /> <br />Mayor Thomas Gamec <br />Councilmember Matt Look <br /> <br />Also Present: <br /> <br />Mike Sutherland, County Assessor <br />John Leone, Anoka County Assessing - Commercial <br />Janelle Drisrude, Anoka County Assessing - Residential <br />Mike Ducklow, Anoka County Assessing - Residential <br /> <br />CALL TO ORDER <br /> <br />Mayor Pro tern Elvig called the regular Board of Review to order at 6:03 p.m. He explained this <br />is the annual meeting where property owners may dispute or comment on their property <br />valuation. He added that taxpayers have had to be educated this year with regard to what the <br />market is doing. The numbers used will be from October I, 2006 through September 30, 2006. <br />When they say they cannot get that amount for their property, we have to explain our timeframe <br />of data. The dates are mandated by the Department of Revenue - and only good sales numbers <br />are used - not foreclosures. Councilmember Elvig added that one could make an argument that <br />foreclosures are what the market is. They must eventually affect the marketplace. <br /> <br />Councilmember Olson agreed that foreclosures do have an effect on the market. <br /> <br />John Leone, Anoka County Assessing, stated that whatever is owed on the property has a lot to <br />do with the sale. <br /> <br />John Lewandowski, 700 Industry Avenue NW, Anoka, MN, stated he is the owner of Evergreen <br />Point Townhomes on Highway #47. He noticed on his statement that his valuation varied by <br />$20,000 and the units are basically the same. He asked to have his property reviewed. <br /> <br />Janelle Drisrude, Anoka County Assessing, stated she has spoken with Mr. Lewandowski. Her <br />and her partner dropped in to review the townhomes and there are differences, such as some <br />units have four-season porches, etc. She added that the assessors would be knocking on each <br /> <br />Board of Review - April 30, 2007 <br />Page 1 of3 <br />
