PLANNING COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The City of Ramsey Planning Commission conducted a special meeting on Tuesday, October 16, <br />2000 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Chairperson Michael Nixt <br />Commissioner Robert Johnson <br />Commissioner Chris Dempsey <br />Commissioner Michael Reeve <br />Commissioner William Koeisak <br /> <br />Also Present: <br /> <br />Community Development Director Sylvia Frolik <br />Community Development Assistant Megan Wald <br />Mr. Loren Gordon, Hoisington Koegler Group, Inc. <br /> <br />Members Absent: <br /> <br />Commissioner Bob Griffiths <br />Commissioner Joe Wivoda <br /> <br />CALL TO ORDER <br /> <br />Chairperson Nixt called the special Planning Commission meeting to order at 7:08 p.m. <br /> <br />APPROVAL OF AGENDA <br /> <br />Motion by Commissioner Kocisak and seconded by Commissioner Reeve to approve the agenda <br />as presented. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Dempsey, Johnson, Kocisak and <br />Reeve. Voting No: None. Absent: Commissioners Griffiths and Wivoda. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Review Proposed Density Transition Ordinance <br /> <br />Consultant Loren Gordon briefly reviewed the October 13, 2000 version of the proposed density <br />transition ordinance. This draft incorporated the changes directed by the Planning Commission <br />at their regular meeting on October 3. <br /> <br />Ben Deemer - 14501 Sunfish Lake Blvd. N.W. - Stated that he served on the Planning <br />Commission for 20 years. He stated that regulations for density transitioning have to be enacted <br />because of the Charter amendment. He does see a problem in that parcels zoned for higher <br />density residential uses are not proposed to be grandfathered from density transition standards. <br />Mr. Deemer went on to explain that his property was zoned Urban Multiple Business in 1978, <br />which would have allowed up to 12 dwelling units an acre. He has always intended to develop <br />the property with multi-family units and that continues to be his plan under existing codes. Mr. <br />Deemer noted that he is paying sewer and water assessments on the property. Mr. Deemer then <br />referred to the Transition Attainment Level table contained in the draft ordinance. The <br />"Proposed Use" column should specify how many units are considered low, medium and high <br /> <br /> <br />
