Bloomquist
Chief Judge Tenth Judicial District
Kanabec County Court House
18 N. Vine Street
Mora, MN 55051

Re: City of Ramsey, Anoka County, Minnesota, Charter Commission Annual
Report

Dear Judge Bloomquist:

In accordance with Minnesota Statutes 410.05, the following is an annual report
reflecting the activities of the City of Ramsey Charter Commission during the year 2009.

Members of the Charter Commission for 2009 were as follows: Benjamin Deemer
(Chair), Terri Cleveland (Vice-Chair), Roger Bergfalk, Darren Erickson, Joseph Field,
Frank Frederick, Marilyn (Moe) Shea, Cindy Sherman and Steve Simenson.
Commissioner Simenson resigned from the Commission and his seat/term was filled by
Harry Niska.

The Charter Commission met on April 23, 2009. Oaths of office were issued by City
Clerk Thieling to Joe Field, Frank Frederick and Cindy Sherman. The Commission
discussed amending Subsections 2.5 and 4.5.5 of the City’s Charter dealing with
vacancies on the City Council. Consensus of the Commission was that the City Attorney
should do a historical review of this suggested amendment – highlighting the different
verbiage that has been discussed by the Charter Commission at past meetings. The
Commission met on May 19, 2009, and appointed Ben Deemer to the position of Chair
and Terri Cleveland to Vice Chair. The Commissioners formally accepted the
resignation of Commissioner Steve Simenson and declared a vacancy on the
Commission. Discussion for the evening centered again on language changes for 4.5 and
2.5.
