CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a work session on Tuesday, April 4, 2000, in the Police <br />Department Training Room, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Susan E. Anderson <br />Councilmember Margaret Connolly <br />Councilmember Terry Hendriksen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Assistant City Administrator Kim Moore-Sykes <br />Director of Public Works/Fire Chief Dean Kapler <br />Community Development Director Sylvia Frolik <br />City Planner Anita Rasmussen <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the Council work session to order at 5:45 p.m. <br /> <br />City Administrator Norman stated that he had talked with Chris Bulow before the meeting and <br />suggested that while he is here, Council can ask him questions about the street alignment for his <br />proposed housing project. <br /> <br />Councilmember Hendriksen stated that somewhere after Mr. Bulow has talked, he wondered if <br />he (Hendriksen) could have about five minutes to address something as a citizen. <br /> <br />Community Development Director Frolik stated that she needs to talk about City-Wide Garage <br />also. <br /> <br />Chris Bulow stated that he feels he 'has a good project. They have worked with the <br />neighborhood. The neighbors have changed their position from the first initial Planning <br />Commission meeting. He stated the neighbors are overwhelmingly in favor of us coming in with <br />a residential type of development. He showed the proposed road out of the project. He stated <br />that they have been working.on this project for about two years and have been waiting for the <br />moratorium to be lifted and the comp plan to be adopted. <br /> <br />Director of Public Works/Fire Chief Kapler stated that this is the first time he has seen this <br />design and it is his understanding there is Only one way in to the proposed development. <br /> <br />Mr. Bulow replied yes, but we would provide an emergency route (access) off Argon Street.
