PUBLIC WORKS COMMITTEE <br />CITY OF RAMSEY <br />ANOKACOUNTY <br /> STATE OF MINNESOTA <br /> <br />The Public Works Committee conducted a regular meeting on Tuesday, January 17, 2006, at the <br />Ramsey Fire Station Number 1, 15050 Nowthen Boulevard, NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Chairperson David Elvig <br />Councilmember Todd Cook <br />Councilmember Mary Jo Olson <br /> <br />Also Present: <br /> <br />Public Works Director Dean Kapler <br />Assistant Public Works Director Brian Olson <br />City Engineer Steve Jankowski <br />Public Works Supervisor Grant Reimer <br /> <br />CALL TO ORDER <br /> <br />Chairperson Elvig called the regular meeting of the Public Works Committee to order at 5:30 <br />p.m. <br /> <br />CITIZEN INPUT <br /> <br />Dan Murphy, 5600 150th Lane in Pondvale Estates, stated there was trouble trying to get sewer <br />and water in his neighborhood in the past. However, there will be a new development xvhere the <br />existing City Hall is currently located, and Helium Street will run up to Alpine Drive. The <br />extension of Helium Street was the big issue in getting the sewer and water to go through the last <br />time. He stated the City offered an excellent opportunity for the sewer and water last time, but it <br />did not work out. Mr. Murphy distributed a petition in favor of a sewer and water project in <br />Pondvale Estates. He stated the property owners of Lot 2 signed an agreement when they <br />purchased the house that requires them to remain neutral on any proposed City water and sexver <br />projects. He requested the City to look at this request again, possibly due to drainage or road <br />issues, and explained there will be another 11 to 13 lots opened in the area. Mr. Murphy stated <br />he would build houses on his other two lots right away, and if there are problems with the pricing <br />of the project he would be willing to help the other residents in the area to market their lots. <br /> <br />Chairperson Elvig requested information regarding the history of this project. <br /> <br />Assistant Public Works Director Olson replied the Pondvale Estates plat went through in 1985 or <br />1986. In 1993 there was a feasibility study for sewer and water put together that was counter- <br />petitioned and the project was blocked. In 2001 the discussion was started at the Public Works <br />Committee, and the Council then directed staff to look into this area more regionally. At that <br />point three separate feasibility studies were drafted. There were counter-petitions and the project <br />has not been discussed since. Mr. Olson explained at that time the Council discussed putting the <br /> <br />Public Works Committee / January 17, 2006 <br /> Page 1 of 14 <br /> <br /> <br />
